<p>Prime Minister Stephen Harper made the following remarks at a joint news conference with Donald Tusk, Prime Minister of the Republic of Poland:</p>
<p>&ldquo;Prime Minister Tusk, you were a gracious host during my 2008 trip to Poland and it is a pleasure to at last be able to return your hospitality.</p>
<p>&ldquo;We all recall that a similar visit, scheduled for 2010, was cancelled following the tragic plane crash that took the lives of President Kaczynski, his wife Maria and so many others.</p>
<p>&ldquo;Today we again remember them and renew our expressions of sorrow.</p>
<p>&ldquo;Today we also reaffirm the deep, historic partnership and friendship between Canada and Poland.</p>
<p>&ldquo;The free Poland, which has arisen from the ashes of the old Communist state, is a democracy, a NATO ally, a partner with Canada in Afghanistan and an important market for Canadian exports.</p>
<p>&ldquo;And largely due to Prime Minister Tusk&rsquo;s leadership, Poland is also the only EU country to have completely avoided a recession following the 2008-2009 global economic and financial crisis.&nbsp;</p>
<p>&ldquo;There is therefore much that draws us together, including a vibrant Polish diaspora here in Canada of almost a million people.</p>
<p>&ldquo;And of course, when a Comprehensive Economic Trade Agreement between Canada and the EU is completed, our ties with Poland will be further strengthened.</p>
<p>&ldquo;Now of course moments ago, Prime Minister Tusk and I witnessed the signing of an updated double taxation agreement, to assist companies doing business in both our countries.</p>
<p>&ldquo;This completes a project that we began on my visit to Poland.&nbsp;</p>
<p>&ldquo;Prime Minister Tusk and I have also formally agreed to work together to advance energy security.</p>
<p>&ldquo;And finally, I am pleased to announce that Canada will make a donation to support the preservation of the Auschwitz-Birkenau Memorial in Poland.</p>
<p>&ldquo;Prime Minister, your visit here has been long anticipated.</p>
<p>&ldquo;And I know that you were well-received yesterday in Wilno, the site of Canada&rsquo;s first Polish settlement a hundred and fifty-eight years ago.</p>
<p>&ldquo;Like you, many Wilno residents are proud to have roots in Kaszuby.</p>
<p>&ldquo;And Wilno is a living symbol of the generations-old relationship that connects our two countries, a relationship that we value greatly, and look forward to strengthening.</p>

<p>&ldquo;Today we celebrate those mothers who by virtue of their wisdom, kindness, decency and work ethic have inspired us to be better people and better citizens.&rdquo;</p>
<p>&ldquo;While we celebrate the mothers in our lives who have been family keystones and beacons of guidance and care, let us recognize that there are many remarkable women in this country who, along with raising families, are also juggling careers, community service and taking care of elderly parents.&rdquo;</p>
<p>&ldquo;Our Government recognizes this reality and has been taking steps to help lighten the load of mothers and families. This includes implementing a Universal Child Care Benefit to help with child care expenses, creating a Children&rsquo;s Fitness Tax Credit to help with the cost of registering children and youth in physical activity programs, as well as establishing a new Family Caregiver Tax Credit to help mothers and families with the cost of caring for an infirm dependant relative, including a child, spouse or parent.&rdquo;</p>
<p>&ldquo;I encourage Canadians to honour all mothers &ndash; past and present &ndash; on this special day for all they do and have done for us. <p>&ldquo;Today I join Canadians and the international community in marking the anniversary of Victory in Europe Day &ndash; the day in 1945 when Nazi Germany capitulated to Allied Forces.</p>
<p>&ldquo;It is a day for the world to celebrate the triumph of good over evil, of Allied victory over a fascist regime that stained history with the atrocities of the Holocaust.&nbsp; <br />&nbsp;<br />&ldquo;It is also a time to remember those brave Canadians and Allies who left the warmth of their homes and the comfort of their families to face the hardships of war to preserve the values of freedom, democracy and rule of law that we continue to hold dear today.</p>
<p>&ldquo;Let us honour the one million Canadians who served their country during the Second World War, and never forget the 42,000 soldiers, sailors and airmen who made the ultimate sacrifice.</p>

Business Excellence Awards in Burlington:<br /><br />&ldquo;Thank you very much, Ivan, for that kind introduction.<br /><br />&ldquo;Good evening everybody.<br /><br />&ldquo;Greetings as well to their Excellencies, to the Ambassador, to the Consul General and to all elected officials of all levels of government who are here with us tonight.&nbsp;<br />&nbsp;<br />&ldquo;I appreciate that so many of my own colleagues are here and were all introduced, I think I should just be fair in mentioning one thing about a few of them that is that, as you probably know, the Honourable Lynne Yelich, Lisa Raitt, Jeff Watson, Eve Adams, all are in whole or in part Croatian-Canadians, so we have four representatives in our caucus representing the community.<br /><br />&ldquo;Ladies and gentlemen, I want to begin by first thanking everybody here at the Canadian-Croatian Chamber of Commerce for inviting me to speak here this evening and for all that you do to promote youth, culture and business in Canada.<br /><br />&ldquo;It is great to see so many familiar faces from the Croatian barbecue I attended in Mississauga only a few years ago.<br /><br />&ldquo;I tell people like most boys who grew up in Toronto in the 1960s, I first learned of the Croatian community when I was cheering for the &lsquo;Big M,&rsquo; Frank Mahovlich.<br /><br />&ldquo;He and his brother, Peter, had played hockey in the same rink I did, in Leaside, where his father was still the skate-sharpener.<br /><br />&ldquo;Another piece of trivia, that was when I was a boy, later as a teenager I later lived in the Richview area of central Etobicoke, where George Chuvalo resided.<br /><br />&ldquo;Of course, since those days, and with the break-up of the former Yugoslavia, the Croatian community in Canada has grown considerably.<br /><br />&ldquo;And now our country is the proud home for more than 200,000 Canadians of Croatian origin.<br /><br />&ldquo;The energy and the entrepreneurship of the Croatian community, as exemplified by this organization, has made Canada stronger.<br /><br />&ldquo;Our government sees Canada&rsquo;s incredible cultural diversity not only as a remarkable part of what defines us, but also as a real strength in a globalized economy.<br /><br />&ldquo;Around the world, communities that can link different countries have the capacity to create new business opportunities.<br /><br />&ldquo;Last year, The Economist reported that diaspora business networks are, and I quote, &lsquo;reshaping the world&rsquo;.<br /><br />&ldquo;The magazine cites three things that such communities do to generate business and create prosperity.<br /><br />&ldquo;Communities such as yours &lsquo;speed the flow of information across borders,&rsquo; they &lsquo;foster trust,&rsquo; and, &lsquo;most important&rsquo;, according to The Economist,&nbsp; they &lsquo;create connections that help people &hellip;collaborate.&rsquo;<br /><br />&ldquo;In other words, this model has the potential to transform business world-wide.<br /><br />&ldquo;And, ladies and gentlemen, we clearly have a great example of that kind of business success right here, in the Croatian-Canadian business community.<br /><br />&ldquo;Now, as you all know, a couple of years ago, I had the opportunity to visit Croatia.<br /><br />&ldquo;I was actually, I am told, the first sitting Canadian prime minister to ever do so and I was touched by the warmth of the welcome they gave me.<br /><br />&ldquo;I won&rsquo;t actually forget the welcome because I remember I was greeted by some pretty heavily armed guys and they told me I had to yell at them &lsquo;Pozdrav&rsquo;, more specifically I think it was &lsquo;Pozdrav Voinici&rdquo;&rsquo;, and they assured me they would take this well and they did, so they didn&rsquo;t have to use their weapons, I was relieved.<br /><br />&ldquo;Anyway, they made sure in Croatia I had a chance to sense something of Zagreb&rsquo;s deep history, to appreciate, for example, the spectacular, gilded interior in history of the Zagreb Cathedral.<br /><br />&ldquo;These were unforgettable moments.<br /><br />&ldquo;There were even a couple of guys who came out to see me wearing hockey jerseys, Habs jerseys as it turned out, I won&rsquo;t say more.<br /><br />&ldquo;I also had meetings with the President and Prime Minister of a government that is an important ally for Canada in both NATO generally and our mission to Afghanistan specifically.<br /><br />&ldquo;We signed a youth mobility agreement so that more young people will have the opportunity to experience both countries.<br /><br />&ldquo;This built on something, by the way, we had done the year before, when we eliminated the visa requirement for Croatian citizens coming to visit Canada.<br /><br />&ldquo;There is one more matter in which Canada and Croatia have a common interest.<br /><br />&ldquo;Now I&rsquo;m sure that everyone in this room knows that July 1, 2013, will be an historic day for both our countries, Canada&rsquo;s 146th birthday and the day Croatia will become the 28th full member of the European Union.<br /><br />&ldquo;Friends, as you know, the European Union collectively constitutes the world&rsquo;s largest import economy.<br /><br />&ldquo;That&rsquo;s why our Government has launched negotiations for a Comprehensive Economic Partnership and Trade Agreement between the European Union and Canada.<br /><br />&ldquo;The EU countries combined are already our second-largest trading partner.<br /><br />&ldquo;And I&rsquo;m pleased to tell you that our negotiations remain on track, with the goal of concluding an agreement this year.<br /><br />&ldquo;Now if we can do that, that would place Canada in an enviable position.<br /><br />&ldquo;If we can conclude such a deal, we will be the only G-8 country with secure access to both the North American and European markets.<br /><br />&ldquo;Together, those are advanced markets of almost a billion people.<br /><br />&ldquo;Ladies and gentlemen, positioning our country like that is the opportunity of the century for Canada.<br /><br />&ldquo;But it is only one facet of our government&rsquo;s ambitious trade agenda.<br /><br />&ldquo;Let me just say a few more words about trade.<br /><br />&ldquo;If our Government is to succeed in its number-one priority, and that of course is to secure the prosperity of Canadians, it is not enough to sell only to traditional markets.<br /><br />&ldquo;We must open new markets.<br /><br />&ldquo;Now you know, when our Conservative team was first elected in January 2006, Canada, one of the most open, trade-oriented economies in the entire world, had trade agreements with only five countries.<br /><br />&ldquo;As prime minister, it was obvious to me that we had to start diversifying, and quickly.<br /><br />&ldquo;So we hit the road.<br /><br />&ldquo;And I&rsquo;m proud to say we now have trade agreements with nine more countries.<br /><br />&ldquo;That&rsquo;s fourteen countries in total.<br /><br />&ldquo;We&rsquo;ve begun negotiating with 52 other countries, including the EU members, India and Japan.<br /><br />&ldquo;We&rsquo;re seeking entry into the Trans-Pacific Partnership.<br /><br />&ldquo;We&rsquo;re also signing agreements that promote and protect investment.<br /><br />&ldquo;And we&rsquo;ve taken action to make Canada the first tariff-free zone for manufacturers in all of the G-20 group of countries.<br /><br />&ldquo;We are positioning Canada to boost our trade and enhance our prosperity well into the future.<br /><br />&ldquo;We&rsquo;re doing this because more exports and more trade means more jobs, not just here in the GTA but in every part of Canada.<br /><br />&ldquo;It&rsquo;s just that simple.<br /><br />&ldquo;You know that, if you look at the numbers, if you combine the magnitude of our imports and exports, that represents an equivalent to 60 per cent of Canada&rsquo;s gross domestic product and one-in-five Canadian jobs are generated directly by trade.<br /><br />&ldquo;I&rsquo;m told that an agreement with the EU alone could increase our bilateral trade by 20 percent and create 80,000 more new jobs.<br /><br />&ldquo;Imagine what we could do with a truly comprehensive global network of trade agreements.<br /><br />&ldquo;Now of course, friends, even without such a network, Canada has been emerging from the global recession faster and stronger than virtually all other developed economies.<br /><br />&ldquo;Nearly 700,000 net new jobs have been created since the recovery began in July 2009.&nbsp;<br /><br />&ldquo;In fact, and you should never forget this, unlike most developed countries more people are working in Canada today than before the crisis.<br /><br />&ldquo;Unlike most countries, under our Economic Plan, our deficits and taxes are going down, not up.<br /><br />&ldquo;Our investments in education, skills training, research and innovation are going up while our expenditures on red tape and excessive regulation are going down.<br /><br />&ldquo;And we continue to open our doors to immigration, with a special emphasis on fine-tuning the system to better serve our labour force needs.<br /><br />&ldquo;Now ladies and gentlemen, I know that many of you here are new Canadians yourselves.<br /><br />&ldquo;And you know that our Government wants to give new Canadians the best possible opportunity to succeed in this country.<br /><br />&ldquo;Our Canada has always attracted people of energy and ambition, because this is a place where people from every conceivable background can pursue their dreams and reach their goals.<br /><br />&ldquo;That&rsquo;s what makes this country so special and so unique.<br /><br />&ldquo;That is, at its heart, why our country and our economy remain the envy of the world.<br /><br />&ldquo;And as I said before, the business successes of this organization and the cross-cultural networks that you represent give our country a real advantage in a globalized marketplace.<br /><br />&ldquo;That&rsquo;s why I&rsquo;m so delighted to be here tonight and to <p>&ldquo;Thank you very much, Peter, for that kind introduction and thank you also for your ongoing leadership as Minister of National Defence.</p>
<p>&ldquo;Speaker Kinsella and fellow parliamentarians, Chaplain Wilcox, General Natynczyk, Vice-Admiral Maddison, Chairman Mills, distinguished guests, designers, veterans, ladies and gentlemen.</p>
<p>&ldquo;Canada is a maritime nation, a maritime nation with trade, commerce and interests around the world.</p>
<p>&ldquo;Surrounded as we are by three oceans, it can truly be said, that Canada and its economy float on salt water.</p>
<p>&ldquo;Such a nation must have a navy.</p>
<p>&ldquo;A navy that serves, a navy that protects, a navy that will, if circumstances demand, place its ships and their personnel in situations of imminent danger, for the sake of the country they have sworn to defend.</p>
<p>&ldquo;This the Royal Canadian Navy has done for more than one hundred years.</p>
<p>&ldquo;So, we are gathered here on the eve of the day set aside to annually honour the Royal Canadian Navy, to dedicate a special place, a monument to this navy in which Canadians have safely placed so much trust for so many years.</p>
<p>&ldquo;It is to be named The Royal Canadian Navy Monument.</p>
<p>&ldquo;Let us speak then of the unique service of the Canadian sailors and their remarkable story.</p>
<p>&ldquo;Perhaps it should not be necessary to remind Canadians of this - that sailors are not like soldiers, any more than soldiers are like aviators.&nbsp;</p>
<p>&ldquo;But it is so.</p>
<p>&ldquo;Sailors have their own customs, their own traditions.</p>
<p>&ldquo;As I have seen for myself, on the many occasions that I have been guest aboard one of our ships, sailors have their own professional language that speaks of their life on the oceans and the seas of the world.</p>
<p>&ldquo;The monument that we now dedicate, by its unique design and as explained to us in great detail, speaks to this, to the meaning of naval service on behalf of all the men and women who serve, or who have ever served, in the Royal Canadian Navy.&nbsp;</p>
<p>&ldquo;In the Navy&rsquo;s first century, more than 600 warships have been sent to sea bearing the proud prefix HMCS, &lsquo;His or Her Majesty&rsquo;s Canadian Ship&rsquo;.</p>
<p>&ldquo;During the First World War, they guarded our coasts.&nbsp;</p>
<p>&ldquo;In the Second World War, they fought a campaign, a bitter campaign, against Nazi submarines, the Battle of the Atlantic, in which they suffered terrible losses.</p>
<p>&ldquo;But they kept the sea lanes open for the convoys of troops and supplies that would ultimately help bring down the enemy.&nbsp;</p>
<p>&ldquo;They were in the English Channel, clearing mines and scrapping with Nazi destroyers.</p>
<p>&ldquo;They were at D-Day.&nbsp;</p>
<p>&ldquo;They were in the Pacific.&nbsp;</p>
<p>&ldquo;In fact, the last Canadian to win the Victoria Cross was a naval pilot, Robert Hampton Grey, killed as he sank a Japanese destroyer days before the end of the war.</p>
<p>&ldquo;The Royal Canadian Navy has continued since then to serve off Korea during the conflict there, in peace and security operations the world over, and most recently, in the Persian Gulf during the mission to Afghanistan.</p>
<p>&ldquo;Indeed, some members have served in Afghanistan itself.</p>
<p>&ldquo;In fact, sadly, it was two years ago today that navy mine expert Petty Officer Second Class Craig Blake was killed in that country.</p>
<p>&ldquo;Our navy has taken a lead role in providing humanitarian assistance as well.</p>
<p>&ldquo;And even since then, Canadian sailors and ships have gone in harm&rsquo;s way.</p>
<p>&ldquo;As recently as last year, HMCS Charlottetown and HMCS Vancouver formed part of NATO&rsquo;s Libya engagement the former coming under, and returning, enemy fire, the first Canadian warship to do so since the Korean War.</p>
<p>&ldquo;All these things that our sailors have done, in the defence of Canada and in the defence of some of the world&rsquo;s most vulnerable people, all of these things have been well documented.</p>
<p>&ldquo;But still we need memorials, such as this, tangible remembrances that may cause a younger generation to demand of an older one: &lsquo;What is this place? What do these things mean? What did these people do?&rsquo;</p>

<p>&ldquo;I&rsquo;d also like to thank both, and the entire Canadian Society for Yad Vashem, for your work in the service of a cause of the greatest importance to our country and to the world.</p>
<p>&ldquo;And, Fran, thank you also for agreeing to be a member of the Development Council of the National Holocaust Memorial.</p>
<p>&ldquo;Survivors, honoured veterans, Canadian descendants of the Righteous Among the Nations, distinguished guests, fellow parliamentarians, ladies and gentlemen.</p>
<p>&ldquo;Six million.</p>
<p>&ldquo;Six million innocent men, women, and children.</p>
<p>&ldquo;We remember this number.</p>
<p>&ldquo;It reminds us of the sheer scale of the Holocaust, but one aspect of its singular place in the history of crimes against humanity.</p>
<p>&ldquo;Above all, we remember the individuals included in this number.</p>
<p>&ldquo;We remember that each one has a name &ndash; precious, irreplaceable, deserving of honour.</p>
<p>&ldquo;And so we gather as a nation on this solemn day.</p>
<p>&ldquo;Today we honour each and every one of the six million who were murdered in the Holocaust.</p>
<p>&ldquo;We pay tribute to the courage and solidarity of the Jewish people in that time of gravest peril.</p>

<p>&ldquo;It is an understanding that the same threats exist today.<br />&nbsp;<br />&ldquo;It is an undertaking of a solemn responsibility to fight those threats.</p>
<p>&ldquo;We see it in the manifestos of organizations which deny the right of Israel as a Jewish state to exist.</p>
<p>&ldquo;We see it most profoundly and clearly in the ravings of a ruthless leader who threatens to wipe Israel off the map, while violating his country&rsquo;s international obligations and pursuing the development of nuclear weapons.</p>
<p>&ldquo;We see it in the slaughter of Jewish children and other innocents, just last month, by a man born and raised in a tolerant, Western country.</p>
<p>&ldquo;And we see it here at home, every year on some university campuses, in the unconscionable slur that is the so-called Israeli Apartheid Week.</p>
<p>&ldquo;Ladies and gentlemen, while the Holocaust stands alone, it does not stand isolated.</p>
<p>&ldquo;It is but the most hellish chapter in the long and continuing history of anti-Semitism.</p>
<p>&ldquo;We must face this history unflinching.</p>
<p>&ldquo;Anti-Semitism is a sickness, a deadly moral sickness.</p>
<p>&ldquo;Anti-Semitism kills the lives and security of its victims, the consciences of its perpetrators, the integrity of those who fail to speak out, of those who counsel a false peace, of those who seek refuge in moral equivalence.</p>
<p>&rdquo;As history and present controversies tell us all too well, anti-Semitism is a threat not only to the Jewish people.</p>
<p>&ldquo;It is a threat to us all &ndash; a sickness that quickly morphs into a hatred and a desire to destroy anyone &ndash; anyone who is different than its perpetrator.<br />&nbsp;<br />&ldquo;But most important of all, we remind ourselves, we remind ourselves in this moment, that we are neither hopeless nor helpless.</p>
<p>&ldquo;This is the message of Yad Vashem, of the Canadian Society for Yad Vashem, and of all those committed to Holocaust remembrance and education.</p>
<p>&ldquo;You take on the painstaking work of documenting and researching the most unspeakable horrors of which humanity is capable.</p>
<p>&ldquo;But you do so with confidence that there is a moral compass to guide us surely away from such horrors.</p>
<p>&ldquo;You do so with hope, believing in the power of education to foster tolerance, compassion and understanding.</p>
<p>&ldquo;You do so with generosity, celebrating the heroes who chose good over evil, even at the risk of their own lives, highlighting the fact that these heroes include people of all faiths.</p>
<p>&ldquo;As a Canadian, as Prime Minister, I thank you for your noble service, your invaluable service, to our country and to the family of civilized nations.</p>
<p>&ldquo;Ladies and gentlemen, in a few moments we will hear the stories of three of the Righteous Among the Nations.</p>
<p>&ldquo;It is natural on hearing these stories, not only to be moved and inspired, but also to reflect.</p>
<p>&ldquo;Why did the Righteous choose to do good, even under the most terrifying circumstances?</p>
<p>&ldquo;What were the factors which influenced their number in any given place?</p>
<p>&ldquo;And in so many places, why was that number not larger?</p>
<p>&ldquo;At the end of today&rsquo;s ceremony will be the launch of an exhibit from Yad Vashem, on Muslim Albanians who rescued Jews during the Holocaust.</p>
<p>&ldquo;We have much to learn from their example.</p>
<p>&ldquo;Following Nazi occupation in 1943, the Albanians refused to turn over lists of Jews within their borders.</p>
<p>&ldquo;They gave false documents to Jews, to help them avoid detection.</p>
<p>&ldquo;The country protected not only its own Jewish citizens; they welcomed an even larger number of Jewish refugees from neighbouring lands.</p>
<p>&ldquo;As a result, almost all of them were saved.</p>
<p>&ldquo;What is the reason for this magnificent example?</p>
<p>&ldquo;It is Besa, a code of honour, the highest ethical code in Albania.</p>
<p>&ldquo;Besa means literally &lsquo;to keep the promise&rsquo; &ndash; to keep one&rsquo;s word, to the point of being someone in whom a person in need can entrust his or her very life.</p>
<p>&ldquo;Ladies and gentlemen, we too must keep this promise.</p>
<p>&ldquo;This is the culture of honour which we must all protect and strengthen, not only in our own country, but also in international forums and around the world.</p>
<p>&ldquo;Historian Sir Martin Gilbert reports that most rescuers believe that they did, and I quote, &lsquo;the only thing a decent person would do.&rsquo;</p>
<p>&ldquo;He quotes a woman whose father was honoured as Righteous, saying her father would have said, and again I quote, that he did &lsquo;nothing other than any normal human being would have done.&rsquo;</p>
<p>&ldquo;On this solemn day of remembrance, let us rededicate ourselves to spreading that decency, to making that statement true.</p>
<p>&ldquo;Let us push relentlessly the boundaries of tolerance and respect, until these values are realized the world over.</p>
<p>&ldquo;Now can we achieve this, fully and forever?</p>
<p>&ldquo;History tells us, sadly, that we should not expect to do so.</p>

<p>Prime Minister Stephen Harper made the following remarks in Santiago, Chile:</p>
<p>&ldquo;I&rsquo;m always delighted to be here.</p>
<p>&ldquo;This is a country that continues to make just marvellous progress, and we&rsquo;re so pleased to be a partner of Chile on so many issues throughout the hemisphere.</p>
<p>&ldquo;As I said earlier, we like to think that from opposite ends of the hemisphere, we work together to make it all a better place, and President Pi&ntilde;era, it&rsquo;s also been a great pleasure for me to have you as a colleague at various international summits.</p>
<p>&ldquo;Your input is already widely respected by your fellow leaders, and as you were mentioning, it&rsquo;s rare to have two economists running countries, and of course, even rarer to have two economists agreeing on many issues.</p>
<p>&ldquo;This my second visit to Chile and I&rsquo;m proud to see that our many ties, led particularly by our trade ties, continue to grow and deepen.</p>
<p>&ldquo;Canada was the first country to sign a Free Trade Agreement with Chile.</p>
<p>&ldquo;Likewise, back in 2006, Chile was one of only five countries that had such an agreement with Canada; now we&rsquo;re up to 14.</p>
<p>&ldquo;The benefits are plain to see for both countries, particularly when it comes to mining, energy, machinery, chemicals and banking.</p>
<p>&ldquo;Over just 15 years, trade between Canada and Chile has increased 350 per cent.</p>
<p>&ldquo;And Canada has been the largest source of new direct investment in Chile over the last decade.</p>
<p>&ldquo;Today, President Pi&ntilde;era and I are pleased to announce a modernized Canada-Chile<br />Free Trade Agreement.</p>
<p>&ldquo;This new deal will bring more trade, jobs and prosperity to both countries.</p>
<p>&ldquo;We&rsquo;re enhancing market access to financial services and improving provisions for dispute resolution, procurement and customs.</p>

		<item><id><![CDATA[4756]]></id><title><![CDATA[Canada-Chile joint statement]]></title><link><![CDATA[http://pm.gc.ca/eng/media.asp?id=4756]]></link><description><![CDATA[Following the cordial invitation from His Excellency the President of the Republic of Chile, don Sebasti&aacute;n Pi&ntilde;era Echenique, the Prime Minister of Canada, the Right Honourable Stephen Harper, made an official visit to Chile on April 16, 2012.
<p>In their meeting, the Leaders recalled that, during Prime Minister Harper&rsquo;s visit to Chile five years ago, the Canada-Chile Partnership Framework Agreement was signed and Canada&rsquo;s Strategy for the Americas was launched, reaffirming Canada's commitment to this region. The Leaders were pleased to acknowledge that, on this, the fifteenth anniversary of the Free Trade Agreement (FTA) between Chile and Canada, the bilateral relationship has intensified and diversified. This has been facilitated by a friendship based on common values and principles, and a shared view of diverse global and hemispheric issues, such as the commitment to democracy, human rights, the Rule of Law and open economies, among others.</p>
<p>Both the President and the Prime Minister underscored the value of the Canada-Chile Free Trade Agreement (FTA), the first comprehensive FTA signed by Chile with another country, which has generated a major expansion of bilateral trade and investment. Two-way trade has increased almost fourfold since the Free Trade Agreement came into force in 1997.&nbsp;&nbsp;</p>
<p>To enhance the benefits of trade liberalisation, the Leaders witnessed the signing of an Agreement modernizing the FTA, adding a chapter on financial services and updating the chapters on dispute settlement, customs procedures and government procurement. The Leaders also agreed to explore the possibility of broadening the Agreement, including the feasibility of negotiating a Technical Barriers to Trade Chapter. Additionally, both Parties agreed to finalize remaining steps to open their markets to beef and beef products as soon as possible.</p>
<p>They noted that Canada has become the largest direct investor in Chile in the mining sector and the third-largest investor overall, with a stock of Canadian investment in Chile valued at $13.3 billion at the end of 2010. This demonstrates the confidence of the Canadian private sector in the expansion of Chile, which has resulted in the creation of jobs and new economic growth, as well as the promotion of best practices in, and a strengthened concept of, corporate social responsibility.</p>
<p>The Leaders welcomed that Canadian investment has diversified beyond mining into a number of new sectors including utilities, energy, financial services, chemicals, infrastructure, and engineering services. Both Leaders also welcomed the growing trend of Chilean investment in Canada.</p>
<p>In reaffirming the importance of the Pacific Rim for both countries, the President and Prime Minister committed to strengthening their cooperation in APEC and related fora. Similarly, they encouraged exchanges of views on the challenges and opportunities offered in that region. In this context, Prime Minister Harper expressed his appreciation for the support provided by Chile for Canada&rsquo;s participation in the Trans-Pacific Partnership (TPP) negotiations.</p>
<p>The Leaders acknowledged the long-standing collaboration between the two countries in science and technology and noted the role of the Joint Implementation Committee for the Memorandum of Understanding (MOU) on Cooperation in Science, Technology and Innovation in promoting even deeper linkages. The Joint Committee has prioritized diverse initiatives in the areas of public health, aquaculture and biofuels, in addition to other areas of collaboration listed in the MOU.</p>
<p>The Leaders agreed on the importance of innovation and entrepreneurship as drivers of increased productivity and competitiveness and encouraged partnerships between national programs designed to stimulate entrepreneurship and innovation. They also pledged to continue promoting cooperation between universities/colleges/institutes and the creation of exchange agreements and joint research programs.</p>
<p>The President and the Prime Minister underscored the value of student exchanges through programs that encourage mutual understanding and create people-to-people linkages that will endure into the future. They encouraged the participation of Canadians in English teaching programs in Chile, such as the "English Opens Doors" program, including the participation of second-generation Chilean Canadians.</p>
<p>The Leaders highlighted the success of the Memorandum of Understanding on youth mobility, which, since its signing in 2008, has allowed a steady flow of young Chileans and Canadians to travel and work in each other&rsquo;s country and develop a better understanding of each other&rsquo;s culture.</p>
<p>To promote the support and development of indigenous communities, Prime Minister Harper was pleased to announce Canada&rsquo;s contribution of $3.8 million over five years to the Wekimum Rural Training Centre, which will provide young people in Chilo&eacute;, Chile, with valuable training opportunities. On climate change, Prime Minister Harper announced Canada&rsquo;s commitment of $450,000 to the restoration of the pristine wilderness of Chile&rsquo;s Torres del Paine National Park, which was ravaged by wildfires in December 2011.</p>
<p>The Leaders noted with satisfaction the increasing development of ties in new priority areas. In the field of defence, the Leaders witnessed the signing by accompanying ministers of a Memorandum of Understanding on Defence Cooperation between the Ministry of Defence of the Republic of Chile and the Department of National Defence of Canada. The Leaders noted their shared concerns about the importance to the Hemisphere of stability and security in Central America, the fight against transnational organized crime, terrorism, as well as the global problem of drugs and other criminality. <br />&nbsp;<br />They highlighted their shared belief that security is an essential element for the development of any country. In this context, they noted with appreciation the ongoing collaboration between Chilean and Canadian officials to share best practices and experiences in such areas as crime prevention, police management, rehabilitation and reintegration of offenders.</p>
<p>The President and Prime Minister expressed their appreciation of ongoing dialogue between both governments, as expressed in regular consultations at the political and planning level, as well as common views and support in multilateral fora. In regional terms, the Leaders stressed the role they assign to the OAS as the principal hemispheric forum, and the importance of strengthening the Inter-American Democratic Charter. They agreed that Chile&rsquo;s invitation this year to participate in the deliberations of the G-20 presented an excellent opportunity to strengthen the dialogue on global matters.<br />&nbsp;<br />The Leaders shared the view that the mature and comprehensive relationship that has been developed between Chile and Canada has allowed both states to benefit from increased engagement in all areas of bilateral cooperation, and recognized the positive role played by the significant Chilean community living in Canada in this regard. Therefore, the Leaders expressed their determination to continue to work towards modernized approaches that facilitate the flow of citizens between both countries.</p>

<p>&ldquo;During National Volunteer Week, we pay tribute to the over 13 million volunteers in Canada and the remarkable contributions they make every day in communities across our great country.</p>
<p>&ldquo;These individuals, who volunteer their time and energy, are often the lifeblood of charitable organizations that could not operate without their help. Their contributions range from helping the elderly and sick, to elections, to putting their lives on the line as volunteer firefighters and disaster relief personnel.</p>
<p>&ldquo;In recognition of the volunteers across Canada, our Government launched the Prime Minister&rsquo;s Volunteer Awards Program in 2011. Through this program, Canadians have the opportunity to nominate fellow Canadians who have been a force for good in their communities.</p>

<p>Prime Minister Stephen Harper made the following remarks in Cartagena, Colombia:</p>
<p>&ldquo;Thank you very much.</p>
<p>&ldquo;Ladies and gentlemen, resource development has vast power to change the way a nation lives.</p>
<p>&ldquo;It is also something which is tremendously responsive to the actions of government.</p>
<p>&ldquo;Today I want to talk to you briefly about how to maximize the value of this great industry for a country and its people.</p>
<p>&ldquo;I will focus on three things.</p>
<p>&ldquo;First, what resource development means to Canada&rsquo;s economy, what government actions have worked for Canada, and finally, our country&rsquo;s recently announced regulatory reforms.</p>
<p>&ldquo;First, just as background.</p>
<p>&ldquo;Canada is right now one of the few strongly recovering, growth-oriented, developed economies.</p>
<p>&ldquo;The relative strength of the Canadian economy has been shown through the recent worldwide recession and nascent recovery.</p>
<p>&ldquo;It is based on a secure banking system, solid macroeconomic policies, open and transparent government institutions, and stable parliamentary politics.</p>
<p>&ldquo;That is not just our opinion.</p>
<p>&ldquo;The World Economic Forum considers Canada&rsquo;s banks to be the soundest in the world, and of course, earlier this week Moody&rsquo;s came out and said the same thing.</p>
<p>&ldquo;Forbes magazine ranks Canada as the best place on earth to invest, and the OECD and IMF continue to predict that the Canadian economy will be among the leaders of the industrialized world over the next two years.</p>
<p>&ldquo;Our natural resource sector is of vital importance in ensuring solid job creation and economic growth in Canada.</p>
<p>&ldquo;To give a sense of what our resource industries mean to the Canadian economy, to Canadian jobs and growth, mining alone is an important part of that, mining alone contributed 50 billion dollars to GDP in 2011.</p>
<p>&ldquo;We are already the world&rsquo;s number-one potash producer, second for uranium, and a major global producer of most mineral and energy products.</p>
<p>&ldquo;The mining industry in Canada is capital-intensive, high-tech and knowledge-based, and it produces well-paying jobs for more than 300,000 Canadians.</p>
<p>&ldquo;It constitutes more than a fifth of our exports and it has close to 200 billion dollars in assets throughout the world.</p>
<p>&ldquo;As well, some 60 per cent of the world&rsquo;s exploration and mining companies are listed on the Toronto Stock Exchange.</p>
<p>&ldquo;In other words, in Canada, we know this industry very well.</p>
<p>&ldquo;And we know the good that it can do, and does do, for people, especially in a country like Canada, whose public policies have long been oriented toward widespread economic opportunity and social inclusion.</p>
<p>&ldquo;And we know the good a government can do for the industry through prudent policy decisions.</p>
<p>&ldquo;Looking to the future, we see increased Canadian mining investment throughout the Americas, something that will be good for our mutual prosperity and is therefore a priority of our Government.</p>
<p>&ldquo;We are prepared to share our expertise in this area because, as part of our Americas&rsquo; strategy, we are striving to promote prosperity, democracy and security throughout our hemisphere.</p>
<p>&ldquo;A couple of examples, the Canadian International Development Agency (CIDA) is funding the Andean Regional Initiative for promoting effective social responsibility.</p>
<p>&ldquo;This initiative aims to help local governments and communities implement related development projects for the benefit of people living near mines or other development activities.</p>
<p>&ldquo;Also, last year I announced the establishment of the Canadian International Institute for Extractive Industries and Development to bring together the best in government, private sector, academia and civil society expertise to help our developing country partners secure the greatest possible benefit from their natural resources.</p>
<p>&ldquo;With that in mind, today I am pleased to announce that our government will be making a sizeable contribution to the Inter-American Development Bank for projects related to energy efficiency and renewable energy.</p>
<p>&ldquo;The Canadian contribution that I&rsquo;m announcing today to the Inter-American Development Bank will support private-sector initiatives in energy efficiency, and renewable energy through repayable loans and loan guarantees.</p>
<p>&ldquo;Now ladies and gentlemen, my second point is on how Canadian public policy has evolved to nurture and encourage resource industries.</p>
<p>&ldquo;In the end, the approach that has worked for Canada has been a predictable regime and low taxes.</p>
<p>&ldquo;Our reliable, low-tax regime encourages the long-term investment that produces high-paying, highly-skilled jobs in the mining sector.</p>
<p>&ldquo;Our Government understands that low, predictable taxes encourage business to do business.</p>
<p>&ldquo;It is as simple as that.</p>
<p>&ldquo;So our Government is into its seventh year of comprehensive tax reduction, our federal business tax rate is now down to fifteen percent and we now have the lowest overall tax rate on new business investment in the G7.</p>
<p>&ldquo;Of course, this low-tax regime supports investment and growth across the entire Canadian economy, but, obviously, with our natural resource endowment, the mining sector clearly benefits.</p>
<p>&ldquo;There is an additional element here, the stability of the tax system, not just the lowness of taxes, but the stability of the tax system, also matters.</p>
<p>&ldquo;By the risky nature of their enterprise, resource developers value certainty &ndash; legal, judicial and regulatory certainty &ndash; and they rightly fear unequal or arbitrary changes to the terms of doing business.</p>
<p>&ldquo;It has to be remembered that there is always a lot of uncertainty in the world as it is.</p>
<p>&ldquo;Right now, for example, the mining industry is being tested by rising cost structures.</p>
<p>&ldquo;Soaring resource prices might give the impression that mining companies are making easy profits.</p>
<p>&ldquo;Less discussed is that the cost of inputs &ndash; notably skilled labour and fuel &ndash; is negatively impacting the economics of mining.</p>
<p>&ldquo;When you see mining companies hedging their oil, which some now do, you know cost pressure on that line-item is top of mind.&nbsp;</p>
<p>&ldquo;So, if the national goal is to create a vibrant industry capable of yielding healthy returns and ongoing benefits to society, the collection of so-called windfall taxes must be approached with enormous caution.</p>
<p>&ldquo;The ancient fable about the killing of the goose that laid the golden egg still contains much wisdom.</p>
<p>&ldquo;So, as I have said, in Canada, we have coupled a low-tax policy with sensible, enforceable laws to create an attractive and stable investment climate.</p>
<p>&ldquo;Does that work?</p>
<p>&ldquo;Well, when the flow of dollars is reversed when South American mining companies are investing in Canadian mining opportunities, we think it is.</p>
<p>&ldquo;And, of course, every investment, foreign or domestic, is a vote of confidence in the no-surprises Canadian approach to law, taxation and regulation.</p>
<p>&ldquo;However, we think we can do better, and that leads to my third point.</p>
<p>&ldquo;In order to attract more investment and further stimulate economic growth and job creation in Canada, our government has announced that it will streamline the review process for large-scale economic projects.</p>
<p>&ldquo;Our decision to streamline our regulatory review process for major economic projects is designed to ensure that decisions are both thorough and timely.</p>
<p>&ldquo;Specifically, we mean to eliminate duplication between departments and overlap with our provincial governments.</p>
<p>&ldquo;In other words: &lsquo;one project, one review.&rsquo;</p>
<p>&ldquo;Now in saying this, let nobody doubt for a moment that responsible resource development and environmental protection remain core Canadian principles.</p>
<p>&ldquo;Indeed, principles which have led Canada to develop some of the most effective environmental regulations and most transparent monitoring programs in the world.</p>
<p>&ldquo;And we expect that these principles will be respected, not just in Canada, but wherever Canadian mining companies and miners work around the world.</p>
<p>&ldquo;Almost invariably, they do, and Canadians are justly proud of our mining industry for its elevated sense of corporate social responsibility.</p>
<p>&ldquo;Let me make a second point about our regulatory reforms.</p>
<p>&ldquo;We cannot allow valid concerns about environmental protection to be used as an excuse to trap worthwhile projects in reviews-without-end.</p>
<p>&ldquo;So, let me be clear, when it comes to evaluating development plans, one should not confuse the length of the process with the rigour of the science.</p>
<p>&ldquo;What matters is that all relevant facts are fully considered, that need not take years.</p>
<p>&ldquo;Therefore, as our Government is establishing new procedures, a single window for major-project reviews, we are also determined that these reviews shall be completed within clearly established time frames.</p>
<p>&ldquo;Twelve months maximum for environmental assessments and twenty-four months for full panel reviews.</p>
<p>&ldquo;Now ladies and gentlemen, you have been very generous with your time and attention.</p>
<p>&ldquo;I would just like to say in conclusion that we believe in Canada that we have found the way to transform resource assets into a sustainable foundation for equitable national development.</p>
<p>&ldquo;And it is also an area in which we are more than pleased to work cooperatively with willing partners for mutual benefit.</p>

They showed the world the strength and fortitude of our young country as well as our unwavering commitment to defending peace and freedom.<br /><br />"While the Battle of Vimy Ridge was a remarkable triumph for Canada , it came at great cost with 3,600 lives lost out of 11,000 casualties. Today we honour the brave young Canadians who were injured or perished and pay tribute to their sacrifice.<br /><br />"In 2007 we had the privilege to visit the majestic Canadian National Vimy Memorial in France which sits atop Hill 145 and overlooks the battlefield. 		<item><id><![CDATA[4728]]></id><title><![CDATA[Joint Statement by North American Leaders]]></title><link><![CDATA[http://pm.gc.ca/eng/media.asp?id=4728]]></link><description><![CDATA[We, the Leaders of North America, met today in Washington, DC to advance the economic well-being, safety, and security of the United States, Mexico, and Canada.&nbsp; Rooted in deep economic, historical, cultural, environmental, and societal ties, North American cooperation enhances our ability to face global challenges, compete in the international economy, and achieve greater prosperity.&nbsp; We reaffirm our commitment to further develop our thriving political and economic partnership with a consistent and strategic long-term vision, as progress on our common agenda directly benefits the peoples of our region.&nbsp;
<p>Broad-based, sustainable economic growth and job creation remains our top priority.&nbsp; For the first time, in 2011 our total trilateral merchandise trade surpassed USD 1 trillion.&nbsp; Our integration helps maximize our capabilities and makes our economies more innovative and competitive globally. Working together, we strive to ensure that North American economic cooperation fosters gains in productivity for all of our citizens, enhancing our respective national and bilateral efforts to achieve that goal.&nbsp;</p>
<p>To that end, we pledge to introduce timely and tangible regulatory measures to enable innovation and growth while ensuring high standards of public health, safety, and environmental protection.&nbsp; We will continue to reduce transaction costs and improve the existing business environment.&nbsp; We have launched the U.S.-Mexico High-Level Regulatory Cooperation Council and the U.S.-Canada Regulatory Cooperation Council during the past two years, pursuing a shared objective that we commit to complement trilaterally in four sectors:&nbsp; certain vehicle emission standards, railroad safety, the Globally Harmonized System of Classification and Labeling of Workplace Chemicals, and aligning principles of our regulatory approaches to nanomaterials.&nbsp; This is particularly important to small- and medium-sized businesses, which are the engines of growth.&nbsp; By eliminating unnecessary regulatory differences, smaller businesses are better equipped to participate in an integrated North American economy.&nbsp; Success in these efforts opens the way to additional North American regulatory cooperation.&nbsp;</p>
<p>Continued North American competitiveness requires secure supply chains and efficient borders.&nbsp; We remain committed to achieving this through cooperative approaches.&nbsp; To this end, the United States and Mexico released the Declaration Concerning Twenty-first Century Border Management in May 2010 and the United States and Canada released the Beyond the Border Action Plan:&nbsp; A Shared Vision for Perimeter Security and Economic Competitiveness in December 2011.&nbsp; We are committed to the mutually-reinforcing goals of these important initiatives and to their full implementation.&nbsp; By also supporting the work of multilateral organizations to foster improved collaboration, integration, and standards, we better identify and interdict threats before they reach our borders, as well as expedite the legitimate movement of goods and people throughout North America in a more efficient, secure, and resilient manner.&nbsp; We also have instructed our trade and commerce ministers to identify sectors where we can deepen our regional cooperation through increased trade and investment.&nbsp;</p>
<p>As leading sources of innovation and creativity, our three countries are committed to the protection and enforcement of intellectual property rights (IPR).&nbsp; We commit to promote sound enforcement practices and an effective legal framework for IPR enforcement in the areas of criminal enforcement, enforcement at the border, civil and administrative actions, and distribution of IPR infringing material on the Internet consistent with the Anti-Counterfeiting Trade Agreement (ACTA), which the United States and Canada have recently signed.&nbsp; Mexico will continue to work on a comprehensive reform to its legal system to achieve the high standards pursued under ACTA.</p>
<p>Energy cooperation reduces the cost of doing business and enhances economic competitiveness in North America.&nbsp; We recognize the growing regional and federal cooperation in the area of continental energy, including electricity generation and interconnection and welcome increasing North American energy trade.&nbsp; We commit our governments to work with all stakeholders to deepen such cooperation to enhance our collective energy security, including the safe and efficient exploration and exploitation of resources.&nbsp; We support coordinated efforts to facilitate seamless energy flows on the interconnected grid and to promote trade and investment in clean energy technologies.</p>
<p>Enhanced electricity interconnection in the Americas would advance the goals of the Energy and Climate Partnership of the Americas to reduce energy poverty and increase the use of renewable sources of energy.&nbsp; We recognize Mexico&rsquo;s leadership in supporting inter-connections in Central America and reaffirm our support to bring affordable, reliable, and increasingly renewable power to businesses and homes in Central America and the Caribbean while opening wider markets for clean energy and green technology.</p>
<p>We pledge to continue our efforts to advance a lasting global solution to the challenge of climate change.&nbsp; We are pleased with the outcome of the climate conference in Durban, with respect to both operationalizing the Cancun agreements and laying the groundwork for a new legal agreement applicable to all Parties from 2020, support the activation of the Green Climate Fund, and underline the importance of climate finance and investment in the context of meaningful mitigation.&nbsp; We plan to work together, including through the Major Economies Forum on Energy and Climate, to secure a successful outcome at the 18th U.N. Framework Convention on Climate Change Conference of the Parties in Doha, Qatar.&nbsp; We continue to advance the transition to a clean energy economy and cooperate to reduce global rates of deforestation and land degradation.&nbsp;&nbsp; We also intend to deepen our trilateral cooperation and work with other interested partners to accelerate efforts aimed at reducing emissions of &ldquo;short-lived climate pollutants,&rdquo; noting the recently launched Climate and Clean Air Coalition to Reduce Short-lived Climate Pollutants in which we are all actively engaged.&nbsp; Reducing our emissions of these substances, which include methane, black carbon, and many hydrofluorocarbons (HFCs), offers significant opportunities to reduce the rate of global warming in the near term, in the context of our broader efforts to address climate change, while also yielding many health, agricultural productivity, and energy security benefits.</p>
<p>As our societies and economies become more reliant on networked technology, we recognize the growing importance of an open, interoperable, secure, and reliable Internet.&nbsp;&nbsp; We reaffirm the importance of multi-stakeholder governance bodies for the Internet and underscore that fighting cybercrime is essential to promoting economic growth and international security.&nbsp;&nbsp; We recognize the seminal contribution of the Budapest Convention on Cybercrime, and believe the Convention should be adopted as widely as possible.&nbsp; To that end, we look forward to Canada&rsquo;s ratification and Mexico&rsquo;s completion of the necessary preparations for its signature of the Convention.</p>
<p>At the 2009 North American Leaders&rsquo; Summit, we committed to build upon our successful coordinated response to the H1N1 pandemic, which stands as a global example of cooperation, to jointly prepare for future animal and pandemic influenza to enhance the health and safety of our citizens.&nbsp; Today we announce the culmination of that effort&mdash;the North American Plan for Animal and Pandemic Influenza (NAPAPI)&mdash;which provides a collaborative and multi-sectoral framework to strengthen our response to future animal and pandemic influenza events in North America and commit to its implementation.</p>
<p>All of our citizens are adversely affected by transnational organized crime.&nbsp; We commit to direct our national efforts and deepen our cooperation against all facets of this common challenge based on the principles of shared responsibility, mutual trust, and respect.&nbsp; We intend to further share expertise and information and to cooperate in key areas such as countering arms trafficking and money laundering consistent with our laws and constitutions.&nbsp;</p>
<p>We are committed to strengthening security in the Americas through capacity building support.&nbsp; We intend to enhance our cooperation with our partners in Central America.&nbsp; In 2012, our governments will launch a consolidated Central America Integration System (SICA)-North America Security Dialogue to deepen regional security coordination and cooperation.&nbsp;&nbsp; We will remain actively engaged in the ongoing SICA-Group of Friends of Central America collaborative process, to align international assistance and programs supporting the implementation of the Central American Regional Security Strategy.&nbsp; We also welcome the recent High Level Hemispheric Meeting on Transnational Organized Crime, and recognize the relevance of closer collaboration and information sharing among all relevant national agencies.</p>
<p>We reiterate our commitment to Haiti and call upon Haitian political actors to work together and take concrete steps toward strengthening governance and the rule of law, which are fundamental to increased trade, investment, and long-term development and prosperity.&nbsp; We note the urgency and importance of parliamentary confirmation of a new government, and for that government to confirm the timeline for Senate and local elections.&nbsp; We also encourage Haiti to continue to pursue the development of the Haitian National Police so it can take full responsibility for Haiti&rsquo;s security.</p>
<p>To further strengthen nuclear security on the North American continent, we worked together, along with the International Atomic Energy Agency, to convert the fuel in Mexico&rsquo;s research reactor to low enriched uranium and provide new low enriched uranium fuel in exchange for the highly enriched uranium fuel, as pledged during the Washington Nuclear Security Summit in 2010 and announced at the Seoul Nuclear Security Summit in March 2012.&nbsp;</p>
<p>Our strengthened dialogue on priority issues in the North American agenda is reflected in the frequent formal and informal ministerial and technical meetings across a wide range of issues among our three countries, including the work of the NAFTA Free Trade Commission and the North American Commissions for Environmental Cooperation and for Labor Cooperation to continue to enhance our region&rsquo;s prosperity, protect the environment, and improve working conditions in North America.&nbsp; Taking into account our common security and defense challenges, such as transnational criminal organizations, as well as opportunities to strengthen cooperation in the field of disaster relief, we welcome the recent expansion of our ministerial-level dialogue through the North American Defense Ministers Meeting held March 26-27, 2012 in Ottawa.</p>
<p>As partners in the Americas, we are committed to work together within the Inter-American System and in the framework of the VI Summit of the Americas, to be held April 14-15 in Cartagena, Colombia.&nbsp; We fully support the Summit&rsquo;s theme of &ldquo;Connecting the Americas:&nbsp; Partners for Prosperity.&rdquo;&nbsp; The Summit provides an opportunity to leverage the ties that connect the Americas to advance democratic, transparent, accountable governance that promotes inclusive, sustainable, market-based economic growth in the decade ahead.&nbsp; Deepening our shared interests and values will benefit the people of the Americas and bolster positive global engagement by countries from across the region.&nbsp; We pledge to work together to ensure the Summit strengthens a shared commitment to work in equal partnership toward these goals.&nbsp;</p>
<p>In light of the importance of the Americas to our collective economic wellbeing, we are committed to working together to advance the principles approved by the Inter-American Competitiveness Network in Santo Domingo and to support the Pathways to Prosperity initiative which underscores the importance of empowering small businesses; facilitating trade; building a modern work force; and developing stronger labor and environmental practices to encourage inclusive economic growth.</p>
<p>We also recognize the value of our common understandings on the major challenges faced by the world today, and acknowledge the importance of promoting growth and of preserving and deepening trade as keys to the global economic recovery.&nbsp; Canada and the United States support the efforts of the Mexican Presidency of the G-20 this year, and, together with Mexico, we commit ourselves to deepening our shared dialogue on economic governance therein, especially as we work to enhance North American competitiveness and prosperity.&nbsp;&nbsp; The Trans-Pacific Partnership (TPP) provides an opportunity to further deepen our trade relationship and create jobs.&nbsp; The United States welcomes Canada&rsquo;s and Mexico&rsquo;s interest in joining the TPP as ambitious partners.</p>

		<item><id><![CDATA[4714]]></id><title><![CDATA[Trilateral announcement between Mexico, the United States and Canada on nuclear security]]></title><link><![CDATA[http://pm.gc.ca/eng/media.asp?id=4714]]></link><description><![CDATA[At the March 2012 Nuclear Security Summit in Seoul, South Korea, the Governments of Mexico, the United States, and Canada announced the completion of an important joint nuclear security project to convert the fuel in Mexico&rsquo;s research reactor from highly enriched uranium (HEU) to low enriched uranium (LEU).&nbsp; The project was initiated at the Nuclear Security Summit in Washington, D.C. in April 2010, and was carried out by the three countries, working closely with the International Atomic Energy Agency (IAEA).&nbsp; <br />&nbsp;<br />The full conversion of the reactor from the use of HEU to LEU fuel supports the goal of minimizing the use of HEU for civilian purposes. By converting its research nuclear reactor, Mexico contributes to non-proliferation.
<p>President Calder&oacute;n stated, &ldquo;With this decision, Mexico reaffirms its commitment to building a world free of the nuclear threat. Each country must do its share to reach a safer North America and a safer planet. This is a clear example of the significant work we can do together in the North American region&rdquo;.</p>
<p>This effort, which was conducted and completed under the auspices of the IAEA, benefited from the hard work and dedication of hundreds of individuals from all three countries and the IAEA, and it further strengthens nuclear security in North America.</p>
<p>President Obama stated, "I would like to thank Mexico, Canada and the IAEA for their support of our joint nuclear security efforts.&nbsp; Our strong trilateral partnership, supported by the IAEA, has made our people safer and advanced our international nuclear security effort leading into the Seoul Summit."&nbsp;</p>
<p>Prime Minister Harper added that, &ldquo;the successful completion of this project demonstrates the concrete steps which countries can collectively take in the context of the Nuclear Security Summit. We will continue to work with the United States and Mexico to enhance nuclear security in our region and worldwide.&rdquo;</p>

<p>At the invitation of the Government of Japan, Prime Minister Stephen Harper paid a visit to Japan from March 24<sup>th</sup> to 26<sup>th</sup>. On March 25, Prime Minister Yoshihiko Noda met with Prime Minister Harper to acknowledge the strength and dynamism of the Canada-Japan partnership. Japan thanked Canada for its close collaboration in the aftermath of the Great East Japan Earthquake and subsequent tsunami. Canada expressed its deep appreciation for Japan&rsquo;s leadership on promoting peace, prosperity and democracy in the region. Both leaders pledged to continue bilateral efforts in economic partnership, security cooperation and people-to-people exchange.</p>
<p>During the Summit meeting and the working luncheon, Prime Minister Noda and Prime Minister Harper exchanged views on wide-ranging issues facing the world and the Asia Pacific region, and stressed the need to expand cooperation between Japan and Canada in addressing the global challenges of today. Having reached consensus, the two sides announced a series of important developments, joint milestones and shared intentions. These include the following:</p>
<p>1. Following the March 7, 2012 release of the Report of the Canada-Japan Joint Study on the Possibility of a Canada-Japan Economic Partnership Agreement and its positive conclusion finding sufficient common ground to launch the negotiation of a comprehensive and high-level Economic Partnership Agreement (EPA), the two Prime Ministers concurred to launch bilateral EPA negotiations, paving the way for substantial economic gains to both countries.</p>
<p>2. The two leaders welcomed increased investments and business interests from <br />Japanese companies in Canada&rsquo;s energy and mineral resources sector, and highlighted the great potential to further expand bilateral trade and investment to ensure stable supply of such resources through market mechanisms. Both leaders recognized the importance of accelerating their efforts to facilitate cooperation between the private sectors of the two countries including on the trade of natural gas and continuing collaboration on research and technology in these sectors.</p>
<p>3. With a view to strengthening bilateral peace and security cooperation, the two sides affirmed their commitment to furthering negotiations toward an Acquisition and Cross-Services Agreement or a Mutual Logistics Support Agreement in 2012.</p>
<p>4. The two sides reaffirmed the progress in updating the Memorandum of Cooperation between the Government of Canada and the Government of Japan on Standard Operating Procedures in Support of Humanitarian Assistance and Disaster Relief (HADR) Missions. The two leaders decided to designate Nagoya Airport as an alternative airport for use by the Government of Canada to support HADR missions.</p>
<p>5. Canada welcomed Japan&rsquo;s initiative to host a ministerial conference on Afghanistan in Tokyo in July. The two sides reaffirmed their commitment to making meaningful contributions toward rebuilding Afghanistan into a viable country that is better governed, more stable and secure and never again a safe haven for terrorists.</p>
<p>6. Based on the recent co-dispatch of Canadian and Japanese lecturers to a Civil-Military Cooperation Operator Course in Tanzania, the two sides intend to continue their contributions to capacity building in peacekeeping in Africa.</p>
<p>7. The two sides highlighted progress under student exchange programs in the wake of the Great East Japan Earthquake, including an extension of Canada&rsquo;s Hope for Youth initiative to continue to support students from the disaster-affected region to study in Canada and the launch of Japan&rsquo;s Youth Exchange Project with Canada (Kizuna (Bond) Project), which will promote understanding and provide information about recovery efforts in Japan.</p>
<p>8. The two leaders welcomed the intention of both governments to update the Working Holiday arrangements.</p>
<p>9. The two leaders recognized the significant achievements made under the Japan-Canada Science and Technology Cooperation Agreement, which marked its 25<sup>th</sup> anniversary last year, including the recent signings of a memorandum on the epigenetics of stem cells between the Canadian Institute of Health Research and Japan Science and Technology Agency (JST) and a memorandum on renewable energy and energy use between the Japan Science and Technology Agency (JST) and the Natural Sciences and Engineering Research Council of Canada (NSERC), as well as the workshops in the field of stem cell and nanotechnology held in 2011, to discuss possible research areas in both fields. The two sides shared the aspiration to maintain momentum toward the coming 12<sup>th</sup> Japan-Canada Joint Science and Technology Committee.</p>
<p>10. Recognizing a Memorandum for Promotion of Space Cooperation to be signed in the coming days, both leaders shared the intention to further their collaboration in peaceful uses of outer space.</p>
<p>11. The two leaders announced the launch of discussions to enhance mutual cooperation for the promotion of aviation safety between Transport Canada Civil Aviation and the Japan Civil Aviation Bureau.</p>
<p>12. <p>"I am very pleased today to be celebrating the Journ&eacute;e internationale de la Francophonie with all Francophones in Canada and around the world.</p>
<p>"This anniversary &ndash; which marks the signing, in 1970, of the treaty that gave rise to the establishment of the International Organisation of La Francophonie (OIF) &ndash; gives us the opportunity to celebrate our attachment to the French language and Francophone culture, and our solidarity and cooperation with the 74 states and governments of La Francophonie.</p>
<p>"French is much more than just a language; in addition to being one of our official languages, spoken by more than 9.5 million of our fellow citizens, French is the founding language of our country and an indispensable component of our history and heritage.</p>
<p>"Our government is proud of Canada's bilingualism and cultural diversity &ndash; which is why we are committed to promoting French at home and abroad as well as participating actively in the creation and development of a large number of institutions that support the vitality of the French language.</p>

Canadians will celebrate Her Majesty&rsquo;s Diamond Jubilee this year with several special initiatives, including a Diamond Jubilee Medal, designed to honour The Queen&rsquo;s reign, her service and her dedication to our country.</p>

<p>&ldquo;Canada responded quickly in the aftermath of the disasters. Following a request by the Government of Japan, Canada provided emergency relief supplies in the form of woven thermal wool blankets, portable radiation survey meters and dosimeters to help respond to the nuclear emergency.</p>
<p>&ldquo;On this solemn day, I would also like to convey how much Canadians admire the amazing resilience of the Japanese people in the face of such devastation.&nbsp; Our country continues to be inspired by how the people of Japan &mdash; with calm, ingenuity and practicality &mdash; are translating iron resolve into reconstruction and recovery.</p>

<p>&ldquo;Our Government continues to provide substantial support for projects in Canada that seek to improve women&rsquo;s economic security and prosperity, end violence against women and girls and advance women in leadership and decision-making roles.</p>
<p>&ldquo;On the global front, the Government of Canada continues to be a strong supporter of women&rsquo;s rights, including women&rsquo;s economic empowerment. <p>&ldquo;Known as the &lsquo;Lily of the Mohawks&rsquo;, Kateri Tekakwitha, who is entombed in a marble shrine at St. Francis Xavier Mission in Kahnawake, Quebec, was beatified by Pope John Paul II in 1980 in recognition of her unwavering devotion to God.</p>

Cardinal Collins was accompanied by a delegation of Canadians, including the Honourable Jim Flaherty, Minister of Finance, the Honourable Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism and the Honourable Julian Fantino, Associate Minister of National Defence.&nbsp;&nbsp;
<p>&ldquo;On behalf of Canadians, I would like to congratulate His Eminence, Thomas Collins on his formal elevation today to the College of Cardinals by the Holy Father, Pope Benedict XVI in Rome. While retaining his commitment to the 1.7 million Catholics in the Archdiocese of Toronto and numerous Canadian charities, organizations, and educational institutions, Cardinal Collins is now adding to his already-substantial international responsibilities.</p>
