		<item><id><![CDATA[5487]]></id><title><![CDATA[Canada-Peru Joint Statement]]></title><link><![CDATA[http://pm.gc.ca/eng/media.asp?id=5487]]></link><description><![CDATA[1. At the invitation of the President of the Republic of Peru, His Excellency Ollanta Humala Tasso, the Prime Minister of Canada, the Right Honourable Stephen Harper, made an official visit to Peru on May 21 and 22, 2013.&nbsp; During this first official visit by a sitting Prime Minister of Canada to Peru, the Leaders reviewed the central themes of the growing bilateral relationship, and undertook to deepen the relationship based on common values and goals.
<p>2. The leaders committed to deepen bilateral ties by focusing on increasing prosperitythrough trade, investment and economic collaboration, and through cooperation on development, security and defence, governance, environmental protection and education.&nbsp; Both leaders reaffirmed their countries' commitment to multilateralism, the values &#8203;&#8203;and principles of international law, in particular the peaceful settlement of disputes.</p>
<p>3. Both leaders affirmed the importance of bilateral trade and investment and their commitment to trade liberalization and open markets. The leaders noted that since 2009, when the bilateral Free Trade, Labour Cooperation and Environment Agreements came into effect, two-way merchandise trade has increased 48.8%, reaching more than $4.2 billion in 2012. On the eve of the leaders&rsquo; summit&nbsp;of the Pacific Alliance in Colombia, they considered Peru's position as a founding member of the Pacific Alliance and discussed issues related to the Summit. They also took note of the status of negotiations of the Trans-Pacific Partnership and preparations for the 2013 APEC summit and shared their visions for an integrated approach to trade and investment in the Asia Pacific region.</p>
<p>4. They agreed on the priority that both governments place on economic growth and on their commitment to the fight against poverty.&nbsp; Both leaders recognized the importance of the post-2015 United Nations development agenda.&nbsp; Prime Minister Harper acknowledged Peru&rsquo;s achievements in economic growth, poverty reduction and social inclusion.</p>
<p>5. The leaders highlighted the importance of maintaining an open and stable investment environment in mining and energy sectors.&nbsp; Both leaders agreed that natural resources, when developed responsibly, can lead to sustainable and inclusive economic growth.&nbsp; To this end, they committed to significantly enhance cooperation in the extractive sector and related socio-economic programs.</p>
<p>6. In this context, Prime Minister Harper announced Canadian support to Peru&rsquo;s efforts to improve the environmental impact assessment process for mining and energy projects as well as support to natural resource governance. Prime Minister Harper announced Canada&rsquo;s support to small businesses in extractive regions to encourage economic diversification.&nbsp; Both leaders also discussed the recently launched Canadian International Institute for Extractive Industries and Development, and the role it can play in strengthening natural resource management in Peru.&nbsp; President Humala recognized the importance of this Institute and the potential of partnering with it in the future.</p>
<p>7. To further enhance bilateral ties and promote the movement of people and goods between Canada and Peru, Prime Minister Harper and President Humala marked the recent conclusion of the negotiations of a modernized and expanded Canada-Peru air transport framework. The two leaders also committed to finalize the agreement on social security for signature at the earliest opportunity.</p>
<p>8. In the area of defence cooperation, the leaders recalled the recent signing of the Memorandum of Understanding (MOU) which opens the door to enhanced defence relations between Peru and Canada.&nbsp; The leaders welcomed the positive impact this Memorandum can have by increasing opportunities for mutual cooperation, training and procurement ties between both countries in the defence sector.&nbsp; The leaders committed to working together in the lead-up to the Conference of Defence Ministers of the Americas in Peru in 2014.&nbsp; They also stressed the importance of the Memorandum of Understanding signed between the Ministry of Defence of Peru and the Canadian Commercial Corporation (CCC), a Crown corporation of the Government of Canada, that will facilitate transactions for services, or military and defence requirements for the Government of Peru, through a Government-to-Government arrangement.</p>
<p>9. Both leaders also welcomed the start of talks between the Presidency of the Council of Ministers and the Canadian Commercial Corporation (CCC), aimed at the eventual signing of a Memorandum of Understanding that would provide for the active participation of both countries in infrastructure and energy projects.<strong> </strong><br /><br />10. Recognizing the shared importance of education for each country, the leaders noted Canada&rsquo;s support for Peru&rsquo;s efforts to improve the quality of basic education. Prime Minister Harper announced an initiative that would further strengthen the Peruvian Ministry of Education&rsquo;s capacity in this regard.&nbsp; The leaders also committed to promoting cooperation between universities, colleges and training institutes. The leaders underscored the value of student exchanges as a way to create and strengthen people-to-people linkages that will endure into the future.&nbsp; This support is part of Canada&rsquo;s ongoing deepening engagement in the Americas.&nbsp;</p>
<p>11. President Humala raised his serious concerns regarding the illicit traffic in Peru's cultural property. Both leaders condemned such practices and pledged to work together to address effectively criminal activity of this sort.</p>
<p>12. The leaders shared their common vision of the role they assign to the Organization of American States and the importance of strengthening the Inter-American Democratic Charter.&nbsp; The leaders committed to strengthening the Organization of American States, the Summit process and Inter-American human rights system to enhance their capacity.</p>
<p>13. Both leaders recalled the visit to Peru by Their Excellencies the Right Honourable David Johnston, Governor General of Canada, and Mrs. Sharon Johnston in December, 2012, as well as the series of high-level visits in both countries over the last year.&nbsp; The Prime Minister of Canada thanked the President of Peru for the warm hospitality extended to him and the accompanying delegation. The Prime Minister conveyed his hope that Governor General Johnston and he can welcome President Humala for a state visit to Canada during the second half of this year. <p>&ldquo;It is with immense pride today that Canada welcomes our very own space pioneer Chris Hadfield back to earth.</p>
<p>&ldquo;Chris has done an absolutely remarkable job as the first Canadian commander of the International Space Station.</p>
<p>&ldquo;His highly effective use of social media (with the help of his sons) has brought the miracle of space travel home to Canadians and to the entire world. Remarkably, over 830,000 people worldwide have been following Chris on Twitter.</p>
<p>&ldquo;Other firsts that he accomplished in his time as Commander included dropping a puck from space for the Toronto Maple Leafs&rsquo; home opener against the Buffalo Sabres, launching the new state of the art Canadian five dollar bill which features the Canadarm and leading thousands of school children in a sing-along on his guitar. While in space, he also answered numerous questions from Canadian students across the country via video conferences, one of which I had the pleasure of attending in Ottawa this past March.</p>
<p>&ldquo;The tireless and unique efforts by Commander Hadfield to educate Canada and the world about the final frontier, which were in addition to his very onerous duties as Commander of the Space Station, are nothing short of inspirational and have helped rekindle the dreams and excitement of becoming an astronaut.</p>

		<item><id><![CDATA[5446]]></id><title><![CDATA[Canada-Trinidad and Tobago Joint Statement]]></title><link><![CDATA[http://pm.gc.ca/eng/media.asp?id=5446]]></link><description><![CDATA[At the invitation of the Prime Minister of Canada, the Right Honourable Stephen Harper, the Honourable Kamla Persad-Bissessar, Prime Minister of Trinidad and Tobago, is on an official visit to Canada from April 23-27.&nbsp; Canada and Trinidad and Tobago, hemispheric and Commonwealth partners, share common values, multicultural societies, similar systems of government and a commitment to democracy, freedom, the rule of law, and human rights. These ties are strengthened by the contributions of almost 65,000 Canadian citizens and permanent residents with roots in Trinidad and Tobago, and 6,000 Canadians resident in Trinidad and Tobago.
<p>Both leaders affirmed the importance of bilateral trade and investment, the centrality of free markets to mutual prosperity, and a keen desire to strengthen collaboration in the financial, oil and gas, and energy sectors. Canadian investment in Trinidad and Tobago has grown substantially, now exceeding $1.3 billion (CAD). Annual two-way merchandise trade grew by 45 per cent between 2005 and 2012, and is now approaching $600 million.</p>
<p>As Trinidad and Tobago takes up the rotating Chair of the Caribbean Community (CARICOM) in July 2013, leaders also discussed the status of trade talks between Canada and CARICOM.&nbsp; They also discussed their common vision for a more integrated Caribbean region.&nbsp; Under Trinidad and Tobago's Chairmanship of CARICOM, leaders expressed their wish to see regional integration and CARICOM reform advanced.</p>
<p>Demonstrating their commitment to share important lessons learned, Prime Ministers Harper and Persad-Bissessar announced that Canada and Trinidad and Tobago will co-host a CARICOM Public-Private Partnerships Seminar and business-to-business meetings in Port-of-Spain, Trinidad and Tobago later this year. The seminar will bring together representatives from government, the private sector, international financial institutions and multilateral development banks from Canada, Trinidad and Tobago, the broader CARICOM and international community to share best practices in this field and how they can be applied further in their jurisdictions.</p>
<p>Recognizing the importance of education for each country, leaders were pleased to witness the signature of an agreement between Brock University and the University of Trinidad and Tobago to expand cooperation between students and professors. Some 300 students from Trinidad and Tobago study in Canada each year.</p>
<p>Canada and Trinidad and Tobago share an interest in improving security throughout the Americas. To this end, leaders welcomed the signature of the Memorandum of Understanding (MoU) Between the Ministry of National Security of the Republic of Trinidad and Tobago and Canadian Commercial Corporation Concerning the Development and Implementation of Projects in the Field of Defence, Security, and Related Infrastructure. The MoU will facilitate closer ties between the two countries, including through the provision by Canadian companies of technology and services to enhance the capacity of defence and security institutions in Trinidad and Tobago. To this end, both leaders expressed satisfaction with the launch of negotiations between the Air Guard of Trinidad and Tobago with Provincial Aerospace Limited of Canada with respect to two Long-Range Multi-Mission Aircraft.</p>
<p>The prime ministers also noted that Canada&rsquo;s Anti-Crime Capacity Building Program is supporting Trinidad and Tobago in modernizing criminal investigations. Further, Prime Ministers Harper and Persad-Bissessar are pleased to collaborate to improve the Caribbean region's preparedness and ability to respond effectively to natural disasters by way of Trinidad and Tobago&rsquo;s participation in the Caribbean Disaster Management Harmonised Implementation Program, which is led by the Caribbean Disaster and Emergency Management Agency and supported by Canada.</p>
<p>Trinidad and Tobago has been part of Canada&rsquo;s Military Training and Cooperation Program (MTCP) since 1970. In support of their shared desire to expand defence relations, the prime ministers welcomed the signature of a memorandum of understanding between the two nations to help Trinidad and Tobago take on a greater role to provide regional military capacity building training. Leaders were also pleased to announce the appointment of the first Canadian Defence Attach&eacute; accredited to Trinidad and Tobago.</p>
<p>Prime Ministers Harper and Persad-Bissessar also affirmed their commitment to working together in regional and multilateral fora in pursuit of organizational reform, and respect for shared values. They agreed to work together to defend Commonwealth values, including human rights, democracy and the rule of law. Leaders also committed to strive for a more prosperous, secure and democratic hemisphere, and to identify opportunities to work together more closely in the Organization of American States (OAS) and other hemispheric institutions.&nbsp;</p>
<p>In 2012, Canada and Trinidad and Tobago celebrated 50 years of bilateral diplomatic relations. At that time, commemorations included the state visit of Canada&rsquo;s Governor General to Trinidad and Tobago. <p>&ldquo;I would like to thank Justice Fish for his many years of service and dedication to the Canadian judiciary.&nbsp; Twenty-five years of service, including more than ten years on the Supreme Court of Canada and fourteen years on the Quebec Court of Appeal is a remarkable achievement.</p>
<p>&ldquo;The departure of Justice Fish will leave a void on the Supreme Court of Canada.&nbsp; The Government will determine a replacement for Justice Fish in the upcoming months.&rdquo;</p>
<p>The selection process will be as follows:</p>
<ul>
<li>To identify a pool of qualified candidates for appointment to the Supreme Court of Canada, the Minister of Justice and Attorney General will consult with the Quebec Attorney General, as well as leading members of the legal community. Members of the public are invited to submit their input with respect to qualified candidates who merit consideration at <a href="http://www.justice.gc.ca/eng/scc-csc.html">www.justice.gc.ca/eng/scc-csc.html</a>.</li>
<li>The list of qualified candidates will be reviewed by a selection panel composed of five Members of Parliament &ndash; including three Members from the Government Caucus and one Member from each of the recognized Opposition Caucuses, as selected by their respective leaders &ndash; to review the list of qualified candidates.</li>
<li>The Supreme Court Selection Panel will be responsible for assessing the candidates and providing an unranked short list of three qualified candidates to the Prime Minister of Canada and the Minister of Justice for their consideration.</li>
<li>The selected nominee will appear at a public hearing of an ad hoc parliamentary committee to answer questions of Members of Parliament. This is a process that was first established for the appointment of the Honourable Mr. Justice Marshall E. Rothstein in 2006.</li>

<p>&ldquo;I hope that this week, Canadians are reminded of the multiple hardships that victims face and I encourage them to learn more about what they can do to support victims of crime and their families. This year&rsquo;s theme &ndash; We All Have a Role &ndash; shines a light on the tremendous work being done by a wide range of dedicated professionals and volunteers to help alleviate the suffering of victims of crime.</p>
<p>&ldquo;Victims and their families have repeatedly told us that they need stronger and more coordinated support from the justice, corrections, labour and health systems to facilitate their recovery. In response, we have taken important steps to help them get back on their feet and give them a more significant role in the justice and correctional systems, giving their voice the respect it deserves.</p>

<p>&ldquo;With the passing of Baroness Thatcher, the world has lost a giant among leaders.</p>
<p>&ldquo;While many in positions of power are defined by the times in which they govern, Margaret Thatcher had that rarest of abilities to herself personify and define the age in which she served. Indeed, with the success of her economic policies, she defined contemporary conservatism itself.</p>
<p>&ldquo;Her greatest achievements however, were surely on the world stage. Along with the late U.S. President Ronald Reagan, and His Holiness Pope John Paul II, she played a key role in the fall of the USSR. The era of peace and prosperity that followed the end of the Cold War must therefore rank as one of her great and lasting gifts to this generation. <br />Lady Thatcher&rsquo;s leadership in time of conflict and during the generous peace she helped bring forth, was an example to the world. As a result, millions now live with the dignity and freedom that she envisioned for them, during the darkest moments of the post-war years.</p>
<p>&ldquo;She well deserved to be known as &lsquo;The Iron Lady&rsquo;.</p>
<p>&ldquo;Canadians knew Mrs. Thatcher well: she addressed Canada&rsquo;s Parliament twice.</p>

<p>Prime Minister Stephen Harper delivered the following remarks at a memorial service honouring the life of former Premier of Alberta Ralph Klein:</p>
<p>&ldquo;Thank you very much.</p>
<p>&ldquo;Lieutenant Governor Ethell, Premier Redford, Mayor Nenshi, the Right Honourable Jean Chr&eacute;tien, so many guests who are with us today, former premiers from all across the country, friends and colleagues of Ralph Klein, ladies and gentlemen.</p>
<p>&ldquo;And, especially, Colleen and all members of the family.</p>
<p>&ldquo;You are in the thoughts and prayers of Laureen, myself and our family, and I am sure you know, in the thoughts and prayers of so many other families not just represented here today, but right across this great province of Alberta that Premier Klein served so well.</p>
<p>&ldquo;I think we all have a little bit of understanding of what a difficult time this has truly been for you and for the family.</p>
<p>&ldquo;May God give you peace and comfort.</p>
<p>&ldquo;It is of Ralph Klein&rsquo;s public service, his political career, that I wish to speak.</p>
<p>&ldquo;You know, his story, his accomplishments, speak obviously of the great opportunities that are offered to us as citizens of this country and of this province and of this city.</p>
<p>&ldquo;But past all of the stories, some humorous some outrageous, what we should not forget and never look past is the truly remarkable gifts and accomplishments of Ralph Klein as a person and as a leader.</p>
<p>&ldquo;We all know how an outspoken television reporter ran for mayor and, to everyone&rsquo;s astonishment, won handsomely.</p>
<p>&ldquo;In fact, he was mayor of Calgary, when I first came here.</p>
<p>&ldquo;He became mayor just shortly before I arrived, and I have to tell you that after living in Toronto and living in Edmonton, having Ralph at City Hall was a bit of a culture shock.</p>
<p>&ldquo;I mean that in a good way.</p>
<p>&ldquo;Because, as Mayor Nenshi said, as mayor, Ralph Klein did great things that really launched the modern era of this city: the Light Rail Transit System that so many people now take for granted, the Saddledome which was built on his watch, so many other major works, and, of course, the 1988 Olympics, where Ralph welcomed the world without any airs but with great comfort and great affability.</p>
<p>&ldquo;We also know how, after coming out and forcefully backing the Canada-U.S. Free Trade Agreement during the 1988 election, he then moved into provincial politics and, in rapid succession, and again, to everyone&rsquo;s astonishment, became a cabinet minister of course, and then the premier of the province.</p>
<p>&ldquo;And, in that office, he also established a legacy that history is going to treat very kindly.</p>
<p>&ldquo;Does everyone remember Ralph&rsquo;s so-called &lsquo;radical&rsquo; ideas?</p>
<p>&ldquo;That the best decisions are not made in government office towers.</p>
<p>&ldquo;That taxpayers make the best choices about how to spend their own money.</p>
<p>&ldquo;That governments and citizens should face problems head on, and his well-founded belief that, as he put it: &lsquo;the strength of this country lies in the strength of the provinces&rsquo;.</p>
<p>&ldquo;Remember too his so-called &lsquo;radical&rsquo; idea that Alberta could be an energy superpower?</p>
<p>&ldquo;And that Alberta&rsquo;s energy would mean prosperity for all of Canada?</p>
<p>&ldquo;Twenty years ago, those ideas were often considered radical indeed.</p>
<p>&ldquo;But today, the wisdom of Ralph&rsquo;s ideas is now widely, almost universally, accepted.</p>
<p>&ldquo;And, never forget it, Ralph Klein was especially right about that.</p>
<p>&ldquo;Alberta&rsquo;s energy industry does bring prosperity to all of this great country.</p>
<p>&ldquo;Ladies and gentlemen, once Ralph Klein&rsquo;s ideas were well-planted, their fruits became his &lsquo;miracle on the prairies&rsquo;.</p>
<p>&ldquo;It amused some to call him &lsquo;King Ralph&rsquo;.</p>
<p>&ldquo;Perhaps it amused him too.</p>
<p>&ldquo;&rsquo;Welcome to Ralph&rsquo;s world,&rsquo; he famously declared, the election night that he won a massive 74 out of Alberta&rsquo;s 83 seats.</p>
<p>&ldquo;But, the love that Albertans had for Ralph Klein - and I don&rsquo;t think love is too strong a word &ndash; was based on something other than the extraordinarily successful management of Alberta&rsquo;s finances.</p>
<p>&ldquo;Albertans understood that this was a man, that this was a leader, who never forgot where he came from.</p>
<p>&ldquo;Neither did he forget the people he served.</p>
<p>&ldquo;A man equally at home in the Petroleum Club, or in the St. Louis Hotel, well maybe not quite equally, Ralph had, as many have noted, many opponents, but precious few enemies.</p>
<p>&ldquo;He was affable, straightforward, and had a gift for saying what ordinary people were thinking, often in a way that made us smile.</p>
<p>&ldquo;Asked about reducing the deficit, saving money by cutting into some very popular services and programs, he said, &lsquo;well, you&rsquo;ve got to hunt where the ducks are&rsquo;.</p>
<p>&ldquo;He knew every part of Alberta.</p>
<p>&ldquo;He knew us.</p>
<p>&ldquo;And Albertans knew and respected Ralph Klein for his honesty and for his principles.</p>
<p>&ldquo;Above all, Albertans responded to his vision of Alberta as a rock of Confederation, a vision he brought to life, the vision of a mature, forward-looking Alberta, yet one that never lost sight of the rugged values on which it had been born and raised.</p>
<p>&ldquo;That was Ralph.</p>
<p>&ldquo;Agree or disagree, you knew where he stood.</p>
<p>&ldquo;And so, to Albertans, he was &lsquo;King Ralph&rsquo; &ndash; I love that phrase, you know people outside Alberta don&rsquo;t get that &ndash; he was &lsquo;King Ralph&rsquo; only in the sense of being a king-size character, but in personality and demeanor he was really to us &lsquo;Citizen Ralph&rsquo;.</p>
<p>&ldquo;He said what he would do, and then he did what he said.</p>
<p>&ldquo;I admire that.</p>
<p>&ldquo;We all admire that.</p>
<p>&ldquo;And, when he was installed last November, by the Governor General as an Officer of the Order of Canada, it was welcomed with great affection by all of his fellow Albertans.</p>
<p>&ldquo;Ladies and gentlemen, let me just finish with this.</p>
<p>&ldquo;Ralph Klein was faithful and true, true to himself, faithful to the people of this province, and, always, a proud Canadian.</p>

<p>&ldquo;A broadcast journalist, Ralph was a gifted story teller who earned the public&rsquo;s trust long before he sought public office. Before entering provincial politics he served as Mayor of Calgary, helping to welcome the world during the 1988 Winter Olympics. Premier of Alberta from 1992 to 2006, Ralph played a crucial role in securing for his province and our entire country, the economic success from which both continue to benefit today.</p>
<p>&ldquo;While Ralph had opponents, he made few personal enemies. To me, he wasn&rsquo;t King Ralph, as some described him. 		<item><id><![CDATA[5362]]></id><title><![CDATA[Canada-France Joint Statement on the Occasion of the Visit to Canada by Prime Minister Jean-Marc Ayrault]]></title><link><![CDATA[http://pm.gc.ca/eng/media.asp?id=5362]]></link><description><![CDATA[<st1:country-region><b>France</b></st1:country-region><b> and <st1:place><st1:country-region>Canada</st1:country-region></st1:place> share a long history and a strong bond formed by people-to-people, linguistic, cultural, political and economic ties. </b><st1:country-region>France</st1:country-region> and <st1:place><st1:country-region>Canada</st1:country-region></st1:place> are united by the memory of sacrifices and combat alongside one another during the First and Second World Wars, which we have agreed today to continue commemorating over the years to come. While these close ties are based on our common history and language, they are also focused on the future. Today they are made even stronger by intense exchanges between individuals, businesses, postsecondary institutions and civil society organizations. Our common objective is to develop them further. <st1:country-region>France</st1:country-region> and <st1:place><st1:country-region>Canada</st1:country-region></st1:place>are working together to promote our shared values of democracy, human rights and the rule of law both in the Francophonie and elsewhere. We are also working together to promote development and international security around the world.&nbsp;
<p><b>Economic growth, employment and competitiveness</b> are priorities for both of our countries. Our objective is to bring our economic and trade relations to new heights by increasing exchanges and two-way investment. French investment in <st1:country-region>Canada</st1:country-region> has grown by 10 percent in the past two years, and 550 French companies, representing over 80&nbsp;000 employees, are now present across <st1:place><st1:country-region>Canada</st1:country-region></st1:place>. Canadian investment in <st1:place><st1:country-region>France</st1:country-region></st1:place> is also growing fast: 280 Canadian firms are present there in a number of sectors, and employ 40&nbsp;000 people.&nbsp;</p>
<p>We look forward to concluding Canada-European Union (EU) <b>Comprehensive Economic and Trade Agreement (CETA) </b>negotiations in a spirit of reciprocity and mutual benefit. A CETA will create new opportunities for exchanges between our businesses and will contribute to employment growth in European and Canadian economies. It will strengthen investment and reinforce economic relations between the EU and <st1:country-region>Canada</st1:country-region>, and between <st1:country-region>France</st1:country-region> and <st1:place><st1:country-region>Canada</st1:country-region></st1:place>. The EU plays a key role in <st1:country-region>Canada</st1:country-region>&rsquo;s balance of trade: it is <st1:country-region>Canada</st1:country-region>&rsquo;s second leading trading partner for goods and services and ranks as <st1:place><st1:country-region>Canada</st1:country-region></st1:place>&rsquo;s second most important source and destination for foreign direct investment.&nbsp; <st1:place><st1:country-region>Canada</st1:country-region></st1:place> is also an important trading and investment partner for the EU. In this spirit of greater cooperation and in order to reaffirm our attachment to our common values, we are also working towards the conclusion of a Strategic Partnership Agreement between the European Union and <st1:place><st1:country-region>Canada</st1:country-region></st1:place>.&nbsp;</p>
<p>As a tangible example of our close relationship, we have enhanced the <b>Canada-France Youth Mobility Agreement. </b>By easing the restrictions on mobility between Canada and France, this new agreement will allow French and Canadian youth to broaden their horizons, develop a better understanding of our countries&rsquo; respective history and culture, contribute to the economies and societies of their host country and gain educational, employment or training experience that will serve them in good stead upon their return to their country of origin. We have agreed to enter into a dialogue on new ways of improving this mechanism for exchanges between our youth in the future.&nbsp;</p>
<p>We have also signed a renewed and modernized <b>Canada-France Agreement on Social Security</b>. This agreement will facilitate benefit eligibility and foster transatlantic mobility of workers while further strengthening coordination of our social security systems.&nbsp;</p>
<p>We have also signed a <b>Joint Action Plan for collaboration on science, technology, innovation and entrepreneurship</b> in which we commit to strengthening the partnerships between our government authorities, businesses and postsecondary institutions so as to promote innovation and prosperity while supporting basic and applied research. This Joint Action Plan designates priority areas of research in which both our countries excel, such as health, the environment and energy.&nbsp;</p>
<p>Recognizing the objectives and guiding principles of UNESCO's Convention on the Protection and Promotion of the <st1:personname>D</st1:personname>iversity of Cultural Expressions in connection with the dialogue among cultures, and knowing that the digital revolution is a source both of opportunities but also of challenges for the creative sector, <st1:country-region>Canada</st1:country-region> and <st1:place><st1:country-region>France</st1:country-region></st1:place> undertake to strengthen their collaboration in this field. This will be achieved by sharing expertise and information on digital innovation, including in relation to business practices and public policies connected with the transformation of methods for funding, creating and accessing cultural and heritage contents in general, and French-language contents in particular.&nbsp;</p>
<p>In an uncertain world where budgetary restraint has made international cohesion and solidarity more difficult in the management of crises, <st1:country-region>France</st1:country-region> and <st1:place><st1:country-region>Canada</st1:country-region></st1:place> have chosen to strengthen their <b>bilateral defence relationship</b>, including in the material sector, as part of the effort to modernize military hardware. Buoyed by a close and confident dialogue, our partnership has proven its worth in some of the most challenging environments. The quality of our armed forces and our shared political determination have enabled us to respond jointly to current conflicts, like the one in Mali, and to collaborate in NATO operations, including those in Afghanistan and Libya. &nbsp;These shared experiences, as well as the development of national capabilities and joint actions, drive our vision of NATO&rsquo;s future. To this end, our governments are encouraging the development of our joint research efforts to invent the defence technologies of tomorrow through cooperation at the government and industry level, but also at the academic level.</p>
<p><b>We reaffirm our strong commitment to defend international security and fight terrorism.</b> In response to a request from the Malian authorities, <st1:country-region>France</st1:country-region> intervened to restore the territorial integrity of <st1:place><st1:country-region><b>Mali</b></st1:country-region></st1:place> and counter the offensive launched by AQIM and its allies. <st1:country-region>France</st1:country-region> thanks <st1:place><st1:country-region>Canada</st1:country-region></st1:place> for the significant logistical support it has provided and for its contribution to joint actions aimed at strengthening security in the region. A long-lasting solution in <st1:place><st1:country-region>Mali</st1:country-region></st1:place> requires a political process, including the organization of democratic elections and dialogue on national reconciliation. <st1:country-region>France</st1:country-region> and <st1:country-region>Canada</st1:country-region> intend to continue to contribute as leading partners to <st1:place><st1:country-region>Mali</st1:country-region></st1:place>&rsquo;s long-term development.<b>&nbsp;</b></p>
<p>With respect to <st1:place><st1:country-region><b>Syria</b></st1:country-region></st1:place><b>,</b> we condemn in the strongest possible terms the repression and spiral of violence initiated by the regime of Bashar Al-Assad against his own people. Our cooperation has been exemplary, and it will continue in order to avoid greater chaos in the region. We will continue to support the emergence of a stable, democratic and inclusive <st1:place><st1:country-region>Syria</st1:country-region></st1:place>. <st1:country-region>France</st1:country-region> and <st1:place><st1:country-region>Canada</st1:country-region></st1:place> share serious concerns over <b>the proliferation of weapons of mass destruction </b>and intend to continue their efforts to fight this scourge,<b> </b>whether by maintaining effective control of their export or by investing in the appropriate international institutions. <st1:place><st1:country-region><b>Iran</b></st1:country-region></st1:place><b>&rsquo;s nuclear program </b>and its persistent refusal to cooperate with the international community continue to be of particular concern to us<b>. </b>Consequently, we reaffirm the importance of the E3+3 (P5+1) process.&nbsp;In this light, it is essential that the international community remain united, particularly in the implementation of<b> </b>sanctions to encourage <st1:place><st1:country-region>Iran</st1:country-region></st1:place> to comply with its international obligations. We also reaffirm our concerns about human rights in <st1:place><st1:country-region>Iran</st1:country-region></st1:place>.&nbsp;</p>
<p>The resumption of direct negotiations without preconditions between <st1:country-region>Israel</st1:country-region> and the Palestinians is necessary to finding a just and lasting peace based on a two-state solution that will guarantee <st1:place><st1:country-region>Israel</st1:country-region></st1:place>&rsquo;s right to live in peace and security with its neighbours and leads to the establishment of a Palestinian state. &nbsp;We&nbsp;encourage both parties to avoid measures that&nbsp;could interfere with&nbsp;a return to peace talks.&nbsp;</p>
<p>We also reaffirm our long-term commitment to <st1:country-region><b>Haiti</b></st1:country-region>, and will continue to work with Haitian authorities and international partners to strengthen <st1:place><st1:country-region>Haiti</st1:country-region></st1:place>&rsquo;s economy, governance, rule of law and security.&nbsp;</p>
<p>We will continue to work closely together in the <b>G8</b> as we have since 1976. &nbsp;This includes our continued commitment to the <st1:personname>D</st1:personname>eauville Partnership in support of Arab countries in transition and to addressing key development challenges, including by following through on the Muskoka Initiative for Maternal, Newborn and Child Health.&nbsp;</p>
<p>The global economic recovery remains fragile and must be supported by coordinated measures that promote growth and balanced budgets. <st1:country-region>Canada</st1:country-region> and <st1:place><st1:country-region>France</st1:country-region></st1:place> will work together in the <b>G20</b> to address the immediate threats to the global economy and to ensure long-term growth and prosperity. &nbsp;<st1:country-region>France</st1:country-region> and <st1:place><st1:country-region>Canada</st1:country-region></st1:place> are fully committed to promoting economic coordination and honouring G20 commitments. &nbsp;Together, we will support the implementation of internal accountability mechanisms for the G20.&nbsp;</p>
<p>With respect to fighting <b>climate change</b>, our two countries are committed to contributing to the working group on the <st1:personname>D</st1:personname>urban Platform to promote multilateral consensus to result, at COP 2015, in an ambitious global agreement that includes all major emitters. Both countries reaffirm their national commitments to reduce their greenhouse gases to limit global warming to 2&deg;C above pre&#8209;industrial levels.&nbsp; Today we signed a Collaborative Research Agreement between the National Research Council of Canada and the French Alternative Energies and Atomic Energy Commission aimed at safely and effectively removing certain greenhouse gases from industrial emissions.&nbsp;</p>
<p><st1:country-region>France</st1:country-region> and <st1:place><st1:country-region>Canada</st1:country-region></st1:place> will also look to cooperate further on the development of clean energy technologies, the advancement of climate science, approaches to regulating greenhouse gas emissions in key sectors, and measures that will aid both countries in moving toward a low-carbon future. <st1:country-region>Canada</st1:country-region> welcomes the willingness expressed by <st1:place><st1:country-region>France</st1:country-region></st1:place>&rsquo;s to host the conference of the signatories to the United Nations Framework Convention on Climate Change in 2015.&nbsp;</p>
<p><st1:country-region>France</st1:country-region> and <st1:place><st1:country-region>Canada</st1:country-region></st1:place> will continue to cooperate closely on issues related <b>to democracy, human rights and good governance</b>, particularly through La Francophonie.&nbsp; They recall their common commitment to fight discrimination, as well as to support universal decriminalization of homosexuality.&nbsp;</p>

<p>&ldquo;Commonwealth Day is an opportunity to celebrate the fundamental values that form the foundation linking the 54 members of this historic organization. In an uncertain world, the Commonwealth must continue to stand for the principles of democracy, human rights, and the rule of law while also promoting good governance and development throughout the world.</p>
<p>&ldquo;In the past year, the Commonwealth celebrated a major milestone by marking the Diamond Jubilee of Her Majesty Queen Elizabeth II, Head of the Commonwealth.&nbsp; We thank Her Majesty for her ongoing devotion and lifetime of dedicated service.</p>
<p>&ldquo;In the coming year, we look forward to the implementation of the Eminent Persons Group (EPG) recommendations, which were adopted last December. We welcome the new Charter of the Commonwealth, which reflects key Canadian priorities including the protection and promotion of religious freedom and the need to oppose discrimination on any grounds. This advancement will enhance the relevance and effectiveness of the organization in the 21<sup>st</sup> century, and represents an important milestone for the Commonwealth as a whole. <p>&ldquo;Today, I encourage all Canadians to recognize the tremendous achievements of women in Canada and around the world in promoting equality, peaceful development and in combating violence against women and girls.</p>
<p>&ldquo;Canada&rsquo;s theme for this year&rsquo;s International Women&rsquo;s Day is <em>Working Together: Engaging Men in Ending Violence Against Women</em>, which highlights the importance of engaging men in efforts to prevent such aggression, including playing a role in educating boys about healthy and equal relationships.</p>
<p>&ldquo;Our Government supports grassroots organizations across the country for community projects aimed at ending violence against women and girls. These include initiatives addressing violence against women in four key areas: violence committed in the name of so-called &lsquo;honour&rsquo;; the trafficking of women and girls; women and girls in high-risk neighbourhoods; and engaging men and boys. Our Government has also been taking action by strengthening domestic laws against perpetrators of the most violent crimes and sex offenders who prey on our children. We have also taken several concrete measures to put the central focus of the criminal justice system back where it belongs, on the rights of victims.</p>
<p>&ldquo;On the global front, Canada is playing a leadership role in the international campaign to prevent sexual violence against women and girls in conflict areas. For example, in October 2012, our Government announced $18.5 million to help support the fight against violence toward women and girls in the Democratic Republic of Congo. We are also working with international partners towards putting an end to early and forced marriage.</p>
<p>&ldquo;On this day, we should all take the time to pay our respects to the exemplary women in our lives. <p>&ldquo;On behalf of Canadians, I would like to congratulate Guillaume Rocheron, Mychael Danna and Jim Erickson on receiving the most prestigious honour that the entertainment industry can bestow: an academy award.</p>
<p>&ldquo;Guillaume Rocheron took home an Oscar for Best Visual Effects in <i>Life of Pi</i>, while Mychael Danna took home an Oscar for Best Original Score for the same film. Set decorator Jim Erickson also won an Oscar for Best Production Design for his contribution to the film <st1:place><st1:city><i>Lincoln</i></st1:city></st1:place>.</p>
<p>&ldquo;Congratulations are also in order to Doug James, a Canadian software developer who was one of the first Academy Award winners of the year. With his three colleagues Nils Thuerey, Theodore Kim and Markus Gross, he won a Technical Achievement Award for developing the Wavelet Turbulence software.</p>
<p>&ldquo;We are very proud that Canadians in the film industry continue to shine on the world stage receiving regular critical acclaim.</p>
<p>&ldquo;Our Government will continue to support the Canadian filmmaking industry through contributions to the National Film Board of Canada and Telefilm <st1:place><st1:country-region>Canada</st1:country-region></st1:place>. We will also continue to provide incentives for Canadian programming and production, such as the Canadian Film or Video Production Tax Credit.</p>
