Canada-Philippines MOU on military procurement

Canada and the Philippines have a long history of cooperation on security issues and the Government of Canada is committed to further assisting the country to advance its defence and security agenda. To this end, on November 10, 2012, Prime Minister Stephen Harper announced a Memorandum of Understanding (MOU) between Canada and the Philippines that will create new opportunities for Canadian businesses in the defence and security sector.

The MOU between the Canadian Commercial Corporation (CCC) and the Philippine Department of National Defence (DND) will enable the Philippines to acquire Canadian defence- and security-related equipment, systems and services on a direct, sole-source basis through the CCC.

This MOU, which is effective immediately, is non-binding and will remain valid for two years after the date of its signature by the parties and can be renewed automatically each year thereafter. The Government of Canada, through the CCC, will guarantee the Terms and Conditions of contracts signed between the CCC and the Philippines.

Canada’s defence and security sector employed 109,000 Canadians and generated over $12.6 billion to the Canadian economy in 2011, slightly more than half of which came from international markets.

The Canadian Commercial Corporation

Established in 1946, Canadian Commercial Corporation (CCC) is a federal Crown corporation mandated to facilitate international trade on behalf of Canadian industry, particularly within government markets.  The corporation’s business lines are structured to support Canadian companies contracting in a variety of industries and sectors.

CCC connects government buyers with Canadian expertise through the negotiation and execution of government-to-government contracts.  The Corporation focuses on areas where there is a clear role for government, such as aerospace and defence. It also focuses on emerging and developing markets, where governments of other countries may require additional capacity to undertake complex and timely procurements and projects.
CCC reports to Parliament through the Minister of International Trade.
