South Fraser Perimeter Road (SFPR)

This project will improve the safety and efficiency of trade through Canada’s Asia-Pacific Gateway and Corridor, which provides significant economic development opportunities and benefits to British Columbians, as well as to all Canadians.

The South Fraser Perimeter Road (SFPR) project involves the construction of a new four-lane divided highway, approximately 40 km in length, located on the south side of the Fraser River. The road will extend from northeast of the existing Highway 17/Deltaport Way intersection, through the municipalities of Delta and Surrey, along the south bank of the Fraser River, with connections to Highways 1, 91 and 99 and the new Golden Ears Bridge connector. 

This project will help ease heavily congested municipal streets and reroute truck traffic away from residential neighborhoods, thereby improving safety and air quality, and restoring municipal roads as community connectors.  Cycling paths will be included, with parallel routes developed around higher speed and higher traffic volume merges as well as at complex interchanges. 

The Government of Canada has committed $365 million to the SFPR and the Province has committed $635 million. Moreover, the project incorporates a $28 million Agricultural Enhancement Strategy that will provide significant benefits for local farmers and agriculture in Delta – improving the range and quality of crops that can be grown on more than 15,000 acres of farmland. The Strategy includes an enhanced irrigation system, storm water and flood management, topsoil salvage and improved safety and access along the corridor for farm vehicles.

On October 11, 2006, Prime Minister Stephen Harper announced the Asia-Pacific Gateway and Corridor Initiative (APGCI). In two years, the Government of Canada has partnered with British Columbia and other Western provinces, municipalities and the private sector to announce strategic infrastructure projects worth more than $2.4 billion, including federal contributions of almost $900 million.

By funding projects such as the South Fraser Perimeter Road, the APGCI brings together infrastructure, policy, governance and operational issues in an integrated, multi-modal, public-private strategy to strengthen Canada’s competitive position in international commerce with the Asia-Pacific region. To establish Canada’s Pacific Gateway as the best transportation network facilitating global supply chains between North America and Asia, Canada is exploring new and innovative ways to deepen trade and transportation linkages with emerging economies in the Asia-Pacific region.

The South Fraser Perimeter Road is part of the Province’s $3-billion Gateway Program to improve roads and bridges for people, goods and transit throughout Metro Vancouver. The Gateway Program includes three major projects: Port Mann/ Highway 1; South Fraser Perimeter Road (SFPR), and Pitt River Bridge and Mary Hill Interchange Project.
