Canada and Saskatchewan accelerate twinning of Highway 11

The governments of Canada and Saskatchewan are working together to fund infrastructure priorities under Building Canada, the Government of Canada’s infrastructure plan.

Under the Building Canada Plan, the Government of Canada is providing a total of more than $755 million to infrastructure improvements in Saskatchewan. Already, several projects have been announced, including $20 million for the IPSCO Place in Regina (since then renamed Evraz Place), $16 million for the Interchange of Highway 1 and Lewvan Drive and with today’s announcement, up to $62 million for the twinning of Highway 11. Moreover, the federal and provincial governments announced earlier this month that Saskatchewan communities would benefit from more than $95 million in infrastructure investments under the Communities Component of the Building Canada Fund.  Federal and provincial contributions for this investment total $63 million and the communities will provide the remainder of the funding.

This latest priority project identified under Building Canada in Saskatchewan would see the acceleration of the twinning of Highway 11 from Warman to Highway 2 south of Prince Albert. Highway 11 serves as a critical corridor to the province’s resource-rich north and the twinning project will support significant mineral and timber resource development, manufacturing and tourism growth in the region. The proposed improvements will provide for increased capacity, reduced logistics costs and improved access for industry and communities.  And the road work will provide economic stimulus through the creation of jobs and purchase of construction material.

Previously scheduled to take eight construction seasons to construct, the accelerated twinning of Highway 11 will begin in 2009 and be completed in four years as a result of the contributions of Canada and Saskatchewan.

The Government of Canada would set aside up to a maximum of $62 million, which is a maximum of 50 per cent of eligible costs, from the Building Canada Fund – Major Infrastructure Component. The total estimated cost of the twinning of Highway 11 is $124 million.

Federal financial support for these infrastructure improvements is conditional on successful signing of a contribution agreement.
