The Justice Undertakings for Social Transformation (JUST) program aims to foster an improved sense of security for Jamaicans by strengthening the country’s justice system. Canada will invest $17.2 million over four years to this program.
The objective of the JUST program is three-fold:
Institution building – strengthening justice institutions so they are better able to contribute to order
Legislative reforms – promoting legislative and policy reforms that will lead to a modernized criminal justice system
Citizen engagement – encouraging communities to provide input into the reform of their justice system, leading to improved personal security
Jamaica has identified justice and public safety as priority areas for urgent reform. It is committed to strengthening the Ministry of Justice, and the court and public safety systems, and to take action to address the underlying causes of crime.
The JUST program will therefore include:
- Assessing the managerial, financial and organizational capabilities of justice-related institutions in Jamaica;
- Strengthening government departments and agencies and justice institutions through expert advice, research, tailored training programs, workshops, mentoring and coaching;
- Supporting the review of selected existing legislation, regulations and policies;
- Providing modest but critical computer equipment and software; and
- Supporting the creation and operation of neighbourhood resource centres that will give poor urban communities better access to justice services.
The Caribbean is a region of focus for Canadian bilateral assistance. Development programming in the region is aligned towards building economic growth and strengthening democratic governance.
