Provincial-Territorial base funding in the Northwest Territories

About the Program

The $2.275 billion Provincial-Territorial Base Fund was established to provide each province and territory with predictable funding of $25 million per year, over seven years, for a total of $175 million per jurisdiction by 2014.  When matched by the provinces and territories, the Provincial-Territorial Base Fund will invest at least $4.5 billion in core infrastructure.

Instead of providing provinces and territories with $25 million per year, the Government of Canada as part of its Economic Action Plan is making the full amount of any remaining funding (up to $175 million) available over the next two years, provided the provinces and territories match the federal contribution.

The Role of Canada's Economic Action Plan in Today's Annoucement
Through its Economic Action Plan, The Government of Canada is accelerating the remaining provincial/territorial base funding for infrastructure.  Canada’s Economic Action Plan includes up to $1 billion in accelerated payments under Building Canada’s Provincial-Territorial Base Fund to expedite "ready-to-go" infrastructure projects.

ABOUT TODAY’S ANNOUNCEMENT

Through the Provincial-Territorial Base Fund agreement, the Government of Canada will cost-share up to 75% of the total eligible cost of each Capital Plan submitted by NWT.  The Government of Canada is contributing towards the $70 million in total eligible costs for the following five roadway reconstruction and rehabilitation infrastructure initiatives, which are included as part of NWT's 2009-10 Annual Capital Plan:

Reconstruction / rehabilitation of Dempster Highway 
Reconstruction / rehabilitation of the Ingraham Trail Highway 4
Reconstruction of MacKenzie Highway
Reconstruction of Liard Highway 7
Reconstruction of Highway 6

Additional funding under the Provincial—Territorial Base Fund for the Northwest Territories will be announced shortly.  Today’s announcement reflects only road rehabilitation and reconstruction projects under the Provincial-Territorial Base Fund for the Northwest Territories.
