The Honourable J.C. Marc Richard was appointed to the Court of Appeal of New Brunswick on October 28, 2003. Throughout his nearly 15-year judicial career, Chief Justice Richard has earned a reputation for his judgment writing, his generosity of spirit, and his genuine love of the law. As a judge, Chief Justice Richard has brought intellect and empathy to decisions in all areas of law heard by the Court of Appeal, including criminal, family, insurance, administrative, and constitutional law.

Chief Justice Richard has taken on numerous leadership roles within Canada’s judiciary. In particular, he is known for his principled engagement on issues of judicial ethics, having served on and co-chaired the Canadian Advisory Committee on Judicial Ethics. Since 2004, he has been actively involved in the Canadian Superior Courts Judges Association, including serving as president. In addition, Chief Justice Richard has lectured extensively for the National Judicial Institute. He has participated in international research and capacity-building missions focused on promoting judicial ethics in countries such as Ghana, the Maldives, and Mexico.

Prior to his appointment to the bench, Chief Justice Richard was recognized as one of New Brunswick’s foremost litigators. He began his legal career as a Crown prosecutor before entering private practice with Barry & O’Neil (later renamed Barry Spalding Richard) in Saint John. As a lawyer, he was elected to numerous leadership positions, including President of the New Brunswick Branch of the Canadian Bar Association and President of the Law Society of New Brunswick. He was named Queen’s Counsel in 2002.

Born in Moncton and raised in a family with proud Acadian roots, Chief Justice Richard is fluently bilingual. He counts among his heroes those who fought to achieve linguistic and cultural equality in New Brunswick. He was educated in both French and English at the Université de Moncton and the London School of Economics and Political Science. Chief Justice Richard and his wife, Sabra Livingstone, are the proud parents of one daughter.
