Backgrounder: Toward a just and lasting peace in Ukraine

As its fight to defend its freedom continues, Canada and our partners around the world are reaffirming our solidarity with Ukraine and our support for a just and lasting peace, with the needs of Ukrainians at its core. At the Summit on Peace in Ukraine, in Lucerne, Switzerland, the Prime Minister, Justin Trudeau, announced a $52.4 million package of measures in support of Ukraine.

Support for abducted persons and survivors of war crimes and sexual violence

Improving access to justice for survivors of war crimes in Ukraine
Funding: $2 million over two years
This funding will help non-governmental organizations support Ukraine's judicial system in conducting inquiries into international crimes, such as those concerning prisoners of war and unlawfully detained civilians, including children.

Enhancing capacities of authorities to account for missing persons and strengthening support to families
Funding: $1.5 million over two years
This funding will support the efforts of Ukrainian authorities, international organizations, civil society and family associations to address the issue of missing persons as a result of the ongoing war and related circumstances.

Supporting male survivors of conflict-related sexual violence, including prisoners of war
Funding: $1.5 million over two years
Building on Canada’s efforts to date to support Ukrainian women and girls who are survivors of sexual and gender-based violence, including conflict-related sexual violence, the government is today providing additional funding to: strengthen access to health, psycho-social support, and other services for male survivors of conflict-related sexual violence in Ukraine, including prisoners of war and civilians; build awareness among national actors of conflict-related sexual violence against men and boys; and support improved health, justice, and livelihood responses for male survivors.

Government-to-government support

Sharing the Government of Canada’s expertise in the justice and energy sectors
Funding: Up to $400,000 over one year
With this funding, the Government of Canada will provide technical assistance and expertise to support Ukrainian ministries or agencies, with a focus on international human rights and energy infrastructures.  

Enhanced support to Ukrainian children

Support to the reintegration of displaced children returning to Ukraine and to vulnerable children and youth at risk through improved child protection services and family-based care options
Funding: $10 million over five years
This funding will support work with governments and community-level service providers to support the reintegration of children as they return to Ukraine, including those who were displaced and illegally transferred to Russia. The proposed assistance would also support the policy and planning changes required for enhancing quality family-based care options and child protection services for vulnerable children, such as those with disabilities and at-risk youth.  

Support to Ukraine’s critical energy needs 

Support to Ukraine’s urgent efforts to repair and replace damaged energy equipment and infrastructure
Funding: $20 million over two years
Russia’s renewed attacks on Ukraine’s energy infrastructure have left millions of civilians deprived of electricity, water, and heat. The Government of Canada is making a $20 million contribution to help support Ukraine’s urgent efforts to repair and replace damaged energy equipment and infrastructure in order to meet the energy needs of its population.

Support to nuclear safety and security 

Upholding the safe and secure operations of nuclear facilities in Ukraine 
Funding: $2 million over two years
This contribution to the International Atomic Energy Agency aims to strengthen nuclear safety, security, and safeguards implementation at nuclear facilities in Ukraine. This funding will provide equipment to address identified needs, ensure ongoing Agency staff presence at facilities, and provide remote or emergency assistance if required.

Support for Ukraine’s economic and financial reforms  

Support Ukraine’s economic reform agenda 
Funding: $10 million over five years
Canada will support the International Monetary Fund’s Ukraine Capacity Development Fund, which is a multi-donor fund aiming to support Ukraine’s economic reform agenda and European Union accession. This Fund will scale up capacity development support for Ukraine in fiscal reforms, monetary and financial sector policies, financial integrity and anti-corruption efforts, data compilation and dissemination, and training and technical assistance on macroeconomic frameworks.

Support for demining

Improving Ukraine’s capacity to safely clear its territory of mines and other explosive remnants of war
Funding: $5 million over one year
Canada is supporting efforts to strengthen Ukraine’s capacity to safely clear land of mines and other explosive remnants of war. Canadian funding is supporting the provision of equipment, training, and mentoring for Ukrainian state humanitarian deminers; survey and clearance operations; and raising awareness in communities about the risks associated with mines and explosive remnants of war.
