Marie-Chantal Girard is a life-long public servant with extensive experience serving Canadians at the regional, national, and international levels.

In 2018, Ms. Girard joined the Office of the Chief Human Resources Officer at the Treasury Board of Canada Secretariat, where she led the Pensions and Benefits sector before her appointment as Senior Assistant Deputy Minister, Employees Relations and Total Compensation, in 2020. She also held various senior management positions focusing on intergovernmental relations and economic development, including within the Conseil fédéral du Québec and Canada Economic Development for Quebec Regions, where she served as Vice-President of Policy and Communications.

Earlier in her career, Ms. Girard worked at Human Resources Development Canada and at the National Secretariat on Homelessness, where she helped elaborate income support and homelessness policies and programs. She also served as Canada’s representative to the Organization for Economic Co-operation and Development, where she helped design and implement effective policies to improve living standards and well-being for people, businesses, and communities.

Throughout her career, Ms. Girard has acted within various community and government organizations to defend and support improved labour market access for women and marginalized groups.

Ms. Girard holds a Doctorate in Sociology of Labour from the Université du Québec à Montréal, as well as a Master of Arts in Sociology and a Bachelor of Arts in Political Science from Université Laval.
